The provisions of Article I of this chapter shall not apply to persons who distribute religious literature or who solicit contributions for such purposes with the Borough of North Haledon.
Peddlers, solicitors and/or canvassers of religious literature or such persons who solicit contributions for such purposes within the Borough of North Haledon are required to first register with the Borough Clerk of the Borough of North Haledon on a written form to be provided by said Clerk, which form shall contain the following information:
A. 
The name, age and physical description of the registrant.
B. 
Complete permanent home and local address of registrant.
C. 
The name and address of the organization or person for whom distribution or solicitation is being made, together with the names and addresses of all solicitors or canvassers.

D. 
The make, model, year, color and license plate number of automobiles used by the registrant during the period of solicitation within the Borough of North Haledon and the number of the driver's license and state of issuance and the name, address and policy number of automobile insurance coverage.
E. 
A description of the nature of the solicitation or activity to be conducted within the Borough of North Haledon and the time period such registration shall cover.
F. 
Attached written authorization from the firm or corporation for which the registrant works authorizing the registrant to act as its representative.

Following the filing of the registration form pursuant to the aforesaid, the Chief of Police shall make or cause to be made such investigation as he/she deems necessary to verify the information set forth therein. The Chief of Police shall thereupon signify his/her approval or rejection on the reverse side of the application, and, if approved, the Borough Clerk shall issue the license to such applicant. There shall be a right of appeal as hereinabove provided in this article.
The following regulations shall apply to all persons registering under the provisions of this article:
A. 
No license or registration certificate issued under the provisions of this article shall be used by any person other than the one to whom it was issued, nor shall it be transferred in any way or manner.
B. 
Each solicitor or canvasser shall wear while canvassing or soliciting the badge or identification card issued by the Clerk.

C. 
Special permission to modify the hours may be sought from the Mayor and Council as hereinabove provided in Article I.

Any person who violates any of the provisions of this article shall, upon conviction thereof, be punishable as provided in Chapter 1, General Provisions, Article II, General Penalty.
