The Council shall consist of the Mayor and six Councilmen elected
at large in the Borough, all of whom shall be elected and take office
in the manner provided by law. The terms of office of the Mayor and
Councilmen shall commence on January 1 next following their election.

The powers of the Mayor and Council are those vested by authority
of statutory law as enumerated in Title 40 of the New Jersey Revised
Statutes.
A.
Regular
meetings. The Borough Council shall meet for its annual organizational
meeting within the first five days of January of each year. Thereafter,
the Borough Council shall meet regularly within the Borough at such
times and places as shall be provided in the rules of meeting adopted
by the Borough Council.
B.
Special
meetings. The Mayor shall, when necessary, call special meetings.
In case of his neglect or refusal, any four members of the Council
may call a special meeting at such time and place in the Borough as
they may designate. In all cases, 48 hours' written notice of
such meetings shall be given to all members. Such notice may be waived
by a written waiver of notice signed by all of the Councilmen and
the Mayor.
C.
Council
conferences. The Mayor and Council and the committees of the Council
may meet at any time in informal conference for the consideration
of any Borough business, or meet with any officer or employee of the
Borough or any other person on Borough business. No persons other
than those specifically invited by the Council to attend shall be
authorized to be present at any such conference.
All regular and special meetings of the Council shall be open
to the public. The rules of procedure to be followed and the rules
for the consideration of nominations submitted by the Mayor and for
the conduct of other business of the Council shall be as adopted at
the annual organizational meeting.
