[HISTORY: Adopted by the Mayor and Council of the Borough of Westville 10-27-1986 (Ch. 44 of the 1974 Code). Amendments noted where applicable.]
Housing standards — See Ch. 197.
The purpose of this chapter is to require the clear display of authorized and assigned house or building numbers on every building fronting on any street in the Borough of Westville in order to assist the general public and emergency services, public and private, in identifying any property in case of emergency or otherwise.
All residential, commercial, industrial or other structures erected or to be erected within the Borough of Westville shall display identification numbers as provided herein and in accordance with specifications provided herein.
The owner, occupant or lessee of each and every structure which now fronts or which may hereafter front upon any public or private street within the Borough of Westville shall, at his own expense, cause the authorized and assigned number of such structure to be permanently and conspicuously placed in accordance with the specifications set forth herein.
House or building numbers shall be:
In Arabic numerals.
A minimum height of three inches.
Mounted in a secure fashion to the front wall or porch of the building so as to be clearly visible from the street.
Sufficiently legible as to contrasting background, arrangement, spacing and uniformity so as to be clearly visible from the street.
At least 30 inches above ground level and so placed that trees, shrubs and other obstructions do not block the line of sight of the numbers from the street upon which the building fronts.
If numbers affixed to the front of the building would not be visible from the street as required in § 123-4, requirements of this chapter are satisfied if the owner, occupant or lessee shall provide the Arabic numbers, as required in § 123-4, upon a post, rod or other type of fixture of substantial nature at or near the road frontage with the same number affixed thereon and so located upon the same so that the number may be conspicuous and visible from the street upon which the building fronts. When the provisions of this section have been complied with, the owner, occupant or lessee of the house or building shall not be otherwise obligated to affix Arabic numbers to said house or building and shall be permitted, at his option, to utilize cursive numbers or no number at all upon the house or building.
House numbers shall be determined by the Borough Engineer of the Borough of Westville. Every owner, occupant or lessee of a building constructed or to be constructed in the Borough of Westville shall apply to the Borough Engineer for a number, if no number has been previously assigned, in accordance with this chapter.
Garden apartments and townhouse complexes shall provide such building and apartment numbers as are provided for in §§ 123-3 and 123-4.
Any structure erected, repaired, altered or modified after the effective date of this chapter shall have the certificate of occupancy withheld until permanent and proper numbers have been affixed.
The owner, occupant, or lessee shall display identification numbers within 10 days of notice from the Borough Inspector and/or designated Borough inspection representative. Such notice may be served upon the owner, occupant or lessee in person or by leaving the same at their usual place of residence with a member of their family above the age of 14 years. In case any such owner shall not reside in the Borough of Westville or in the case any such tenant shall not reside in the Borough of Westville, notice may be served upon him or her personally or mailed by certified letter to the last known post office address or it may be served upon the occupant of the property or upon the agent of the owner or tenant in charge thereof.
Any person, partnership or corporation violating any provision of this chapter shall be punished as set forth in Chapter 1, Article I, § 1-15, General penalty. Each day of violation shall be considered a separate offense.
