The Board of Health shall annually prepare a budget and shall submit such budget to the Mayor and Borough Council before January 1 of each year, along with such additional information and reports as may be directed by the Council.
The Board shall not incur any debts or limitations or make any expenditures for which appropriation has not been made in the annual Borough budget, unless specifically authorized by resolution of the Mayor and Borough Council.
