Fifteen miles per hour is established as the maximum
speed at which vehicles may proceed on Walnut Street adjacent to the
Cooperstown Elementary School between a point 85 feet west of the
western property line of said school and a point 155 feet east of
the eastern property line of said school. Said speed limit shall be
in effect on school days between the hours 7:00 a.m. and 6:00 p.m.
The Board of Trustees has enacted regulations governing
the designating of stop or yield intersections; the turning movements
of vehicles; the designating of roadways for one-way traffic; the
prohibiting, restricting or limiting of the parking of vehicles; and
the regulating of traffic by means of traffic control signals. Said
Board of Trustees may from time to time extend, reduce or modify such
regulations in accordance with the provisions of § 1640
of the Vehicle and Traffic Law.
Any person violating any of the provisions of such
regulations shall be punishable by a fine of $35, to be doubled to
$70 after 30 days of issuance of ticket if still unpaid and doubled
again to $140 after 60 days of issuance of ticket if still unpaid,
except for being illegally parked in a fire zone which shall be punishable
by fine of $50, to be doubled to $100 after 30 days of issuance of
ticket if still unpaid and doubled again to $200 after 60 days of
issuance of ticket if still unpaid, or illegally parked in a handicapped
zone which shall be punishable by a fine of $100, to be doubled to
$200 after 30 days of issuance of ticket if still unpaid and doubled
again to $400 after 60 days of issuance of ticket if still unpaid.
