The following words and phrases, as used in this article, shall have the meanings ascribed to them in this section, unless the context indicates a different meaning:
BOROUGH ENGINEERThe person charged with representing the Borough on any engineering matters affecting the Borough.
BOROUGH SECRETARYThe Borough Secretary or Assistant Secretary of the Borough of Yeadon.
CODE COMMITTEEAs appointed by the Borough Council, charged with the enforcement of this article.
CODE OFFICIALThe Director of the Department of Code Enforcement or person designated by him/her, charged with the administration and enforcement of this article or his duly authorized representative.
DEPARTMENTThe Department of Code Enforcement of the Borough of Yeadon.
HANDICAPPED PARKING ZONEFor the purpose of enforcing this article, the terms "handicapped parking," "handicapped spot," "handicapped space" and "handicapped zone" shall be interchangeable and shall have the same meaning when applied to this article, and shall be used to describe a reserved parking, stopping or standing area for the sole use of automobiles operated by a handicapped person or a person who is a caregiver for the handicapped resident residing in the property immediately adjacent to the handicapped parking zone; provided that the vehicle is legally recognized and tagged with a handicapped plate, as a vehicle used by or for the transportation of a handicapped person.
OFF-STREET PARKINGA concrete or paved area or drive which is privately owned and not part of the public way; and is legally recognized by the Borough, for the parking, stopping, standing or conveyance of a vehicle, solely for use by the owner and those having express or implied permission from the owner for such use.
OWNERAny person, agent, operator, firm or corporation having a legal or equitable interest in the property, including the guardian of the estate of any person or the executor or administrator of the estate of such person, if ordered to take possession of real property by the court.
PARK or PARKINGWhen permitted, means the temporary storing of a vehicle, whether occupied or not, off the roadway. When prohibited, means the hauling of a vehicle, whether occupied or not, except momentarily for the purpose of and while actually engaged in loading or unloading property or passengers.
PERSONAny person, firm, partnership, association, corporation, company or organization of any kind.
PROPERTYFor the purpose of enforcing this article, a property shall be considered a residence located on a parcel of land with property lines immediately adjacent and common to the proposed or actual handicapped parking zone.
PROPERTY OWNERThe person listed as the owner of such real estate property as named on any title, deed, Delaware County tax records or Yeadon Borough tax records.
