Any person hereafter found guilty of unduly and improperly exposing his or her person on any beach or strand, boardwalk or other public place within the Town shall, upon conviction thereof, pay such fines as set out in Chapter 1, General Provisions, Article I, Penalties, provided that male bathers who remove the top or upper portion of their bathing suits while bathing or upon the beach or strand immediately east of the boardwalk shall not be guilty of violating any provision of this article.
