All materials, construction methods, workmanship and measurement for the following items shall be in accordance with the corresponding sections of the State of Delaware, State Highway Department, using the most current specifications and conforming to the details, sections, lines and grades shown on the drawings and/or specified in these specifications. The standard specifications which are available from the Department of Highways and Transportation, Dover, Delaware, and issued separately, as amended and augmented by the special provisions following, shall govern those items listed directly below as they pertain to the construction of the project. The above-mentioned standard specifications are hereby made a part of these specifications as fully and with the same effect as if set forth at length herein. Whenever any section of this article provides that something shall be "as authorized by the Town," or in accordance with standards or methods "specified by the Town," to the extent that the same are not governed by the regulations of the State Highway Department as provided above, the phrase shall be construed to mean such standards or methods which are either: adopted, in writing, by the Town, for general application; or consistent with standards or methods generally recognized and accepted as "best practices" by contractors, engineers, and others in the industry.
The developer shall be responsible for the restoration of any and all surfaces disturbed by the construction operations to a state equal to or better than that existing prior to construction. This shall include but not be limited to concrete sidewalks, asphalt, bituminous surface treatment, crushed stone and gravel driveways, road shoulders, roadways and lawns. Concrete curbs, where encountered, may be either tunneled under or removed and replaced at the discretion of the Town Manager and at no cost to the Town. Methods of construction and materials for restoration of disturbed surfaces shall be in accordance with the ensuing technical specifications.

The developer shall at all times comply with the provisions of the Delaware "Underground Utility Damage Prevention and Safety Act" (26 Del.C. Chapter 8). The developer shall also be responsible for such temporary bracing of utility poles as is necessary to ensure their stability as construction proceeds adjacent to their locations. This work shall be done at no cost to the Town. The developer shall satisfactorily protect, store and replace any and all mailboxes, road signs and other items of like nature that are disturbed by construction at no cost to the owner or Town.
A. 
Maintenance of traffic shall consist of providing all necessary signs, barricades and flagmen for the information, protection and safety of the traveling public and shall conform with Section 104.07 of the Standard Specifications. The developer shall submit to the Town Manager for his or her approval the kind, location, number of signs or barricades and the color of the flasher to be placed. The developer shall maintain the lighting units used to ensure light without interruption during all weather conditions. All lighting shall function throughout the hours of darkness, which shall be considered to extend from one hour before sunset to one hour after sunrise, or at any other times as required by the Bethany Beach Police Department.
B. 
All barricades and danger, warning or detour signs erected by the developer must be kept in proper condition, cleaned and, at all times, legible to an ordinarily observant person. All damaged or defective barricades or signs shall be replaced immediately. The developer shall employ watchmen and flagmen to direct traffic when and where necessary as directed by the Bethany Beach Police Department to maintain proper standards of safety for the traveling public.
C. 
The developer shall maintain one twelve-foot lane of travel at all times on streets where lane closures are essential to complete any work for this project. During one-lane-of-travel operations, the developer shall have adequate flagmen on the project to direct the traffic using the street.
D. 
All signs shall be posted in accordance with Chapter 530.

The developer shall carry out all construction activities in strict accordance with the current requirements of all federal, state and local agencies concerning sediment and erosion control.

All repairs and maintenance of construction done under the requirements of these specifications shall be the responsibility of the developer for a period of one year after official acceptance of the waterline by the Bethany Beach Town Council.

Approval for waterline construction under the terms of these specifications shall remain in effect for a period of two years from the date of approval. Approved construction not completed within this period must be reapproved, subject to then-current specifications, in the manner prescribed for filing for approval of a major subdivision as required by Chapter 410, Subdivision of Land.

Subsurface structure excavation shall be conducted as specified by the Town of Bethany Beach subject to the following:
A. 
All subsurface structure excavation shall be unclassified.
B. 
Backfill shall not be puddled but shall be compacted using a mechanical compacting device capable of delivering a minimum of 1,000 pounds of force per blow.
C. 
All waterlines shall be installed so they have 42 inches of cover over the top of the waterline except as otherwise authorized by the Town of Bethany Beach.
D. 
The developer shall furnish, place and maintain all supports, shoring and sheeting which may be required for the sides of the excavation or for protection of adjacent existing improvements. The adequacy of such systems shall be the complete responsibility of the developer.
E. 
Backfilling of all pipe under roadway areas shall be made with material meeting the specifications for select borrow, Grading A, B, or C.
F. 
Backfill shall be placed in maximum lifts of eight inches.

A. 
Borrow shall conform to standards as specified by the Town of Bethany Beach.
B. 
Materials. As specified by the Town of Bethany Beach.
C. 
Construction methods. Borrow shall be placed and compacted in accordance with methods as specified by the Town of Bethany Beach.

A. 
General standards.
(1) 
The purpose and intent of this section is to specify all waterline work and associated structures, including but not necessarily limited to equipment, tools and materials necessary to construct the piping and appurtenances to the proposed lines and grades as shown on the drawings, details and/or as specified herein.
(2) 
All cutting and replacing of paving; excavation and refill; removal, storage and rehandling of excavated materials; placing and removal of sheeting, shoring and bracing; dewatering, pumping or other disposal of water; furnishing and placing of all pipe, fittings, jointing materials and appurtenances; connection of or abandonment and plugging of existing lines; maintenance of service and traffic; anchors, buttresses and vaults; disinfection, flushing and testing of work shall be performed as specified and/or required to provide a complete operational facility as shown on the drawings.
(3) 
No person shall operate valves or cut mains within the existing Town of Bethany Beach water distribution system without approval of the Town Manager.
(4) 
Handling. Pipe and accessories shall be distributed at the project site and, at all times, carefully handled to avoid damage. All pipe shall be rolled or lifted, care being taken not to bump or drop pipe or fittings. The interior and machined ends of all pipe shall be kept free from dirt and foreign matter. Valves and hydrants shall be protected from damage and dirt and kept drained of water, which could cause damage during freezing weather.
B. 
Materials: as specified by the Town of Bethany Beach.
C. 
Fittings: as specified by the Town of Bethany Beach.
D. 
Buttresses at fittings: as specified by the Town of Bethany Beach.
E. 
Construction methods.
(1) 
In paved areas, where open-cut trenches are permitted, the existing pavement and base courses shall be neatly saw cut, removed and disposed of to allow for trench excavation. The width of the trench shall be as called for on the plans. Sidewalk and concrete pavement shall be removed under the Town’s specifications for removal of existing portland cement concrete sidewalk and pavement.
(2) 
Trench excavation and backfill shall conform to the Town's specifications for excavation and backfill for pipe trenches.
(3) 
Water main trench excavation shall be carried on for a minimum distance of 40 feet in front of the last length of waterline placed in the ground to allow for changes in the proposed grade to avoid existing utilities. At the end of each day of work, the developer shall backfill all trenches and bring them to finished grade with the suitable base course and temporary traffic top course up to the last length of line placed. The remaining trench void shall be covered with traffic plates and the street and shoulder shall be cleared to allow full usage by traffic.
(4) 
Installation of pipe.
(a) 
Pipe shall be carefully lowered into the prepared trench. Rejected pipe or fittings will be promptly removed from the job site. In the case of bell and spigot pipe, work shall proceed with bells facing the direction of laying. The ends of pipe to be joined shall be carefully cleaned and placed in accordance with the pipe manufacturer’s recommendations and these specifications and plans.
(b) 
The spigot end or length of pipe to be placed shall be set into the socket or coupling in place, care being taken to avoid contact with the ground, centered and pushed into place with a jack or other device approved by the Town Engineer.
(c) 
Field fabrication of made-up pieces shall be completed in accordance with manufacturer’s recommendations, and full use shall be made of manufacturer’s specialties for this purpose.
(d) 
Particular care shall be taken in installing PVC pipe during hot weather in regard to expansion of the pipe. During all periods of work stoppage and at night, all open ends of the pipe shall be carefully plugged.
(5) 
No pipe shall be installed on frozen ground.
(6) 
All waterlines and related appurtenances shall not be covered unless authorized by the Town Manager or his or her designee.
F. 
Testing.
(1) 
The Town of Bethany Beach shall be notified in advance of all tests and all tests shall be conducted as specified by the Town of Bethany Beach.
(2) 
Testing shall be conducted at the owner, developer or contractors expense.
(3) 
Leaks and defects shall be repaired or otherwise remedied at no expense to the Town of Bethany and to the complete satisfaction of the Town of Bethany Beach at whatever time they become apparent prior to the expiration of the guaranty period.
(4) 
The test pressure for PVC waterlines shall be 100 pounds per square inch.
(5) 
Leaks and defects shall be repaired or otherwise remedied at no expense to the Town and to the complete satisfaction of the Town Manager at whatever time they become apparent prior to the expiration of the guaranty period under these specifications.
G. 
Sterilization of waterline: as specified by the Town of Bethany Beach as well as meeting all requirements state and/or federal mandated guidelines.
A. 
Description. The waterline from the main distribution line to the private property shall be the service connection.
B. 
Materials: as specified by the Town of Bethany Beach.

Description. Gate valves and boxes shall include the unclassified excavation and backfill for and the construction of gate valves and boxes for stopping flow within pipes in accordance with the plans and specifications or as directed by the Town Engineer.

Descriptions. Fire hydrants shall include the unclassified excavation and backfill for and the construction of fire hydrants in accordance with the plans and specifications or as directed by the Town Engineer.

Crusher-run base course shall conform to the standard specifications as specified by the Town of Bethany Beach.

B. 
Crusher-run base course shall be used at the locations and to the thickness shown on the approved plans or when specified by the Town Engineer.
PCC concrete base course shall be used at the locations as shown on the plans and where specified by the Town Engineer to provide a base course for the waterline trench patch. PCC concrete base course shall conform to the standard specifications, with the following modifications:
A. 
The concrete used for the base course shall be high early strength concrete.
B. 
The minimum age of the concrete required before exposure to traffic and the placement of the finish surface pavement shall be 48 hours.
C. 
PCC concrete base course shall have a minimum twenty-eight-day strength of 3,000 psi.

A. 
Description. Hot-mix, hot-laid bituminous concrete pavement shall conform to specification as provided by the Town of Bethany Beach and shall be utilized as the finish surface pavement over the water main trenches to patch the roads as shown on the construction drawings.
B. 
Material. Hot-mix, hot-laid bituminous concrete pavement used as surface course over trench patch shall be the type specified by the Town of Bethany Beach and have dense gradation as in accordance with specifications as provided by the Town of Bethany Beach.
C. 
Methods of construction. All construction methods shall be in accordance with specifications as provided by the Town of Bethany Beach.
Bituminous surface treatment shall consist of placing bituminous surface treatment at all such locations as called for on the plans or directed by the Town Engineer but specifically where the proposed waterline trench is located in bituminous surface treated road shoulders or crosses bituminous surface treated driveways. Bituminous surface treatment shall conform to Section 404 of the Standard Specifications.
A. 
Description. Concrete encasement shall be used to encase either the proposed water main or existing utilities when so ordered by the Town Engineer.
B. 
Materials. All materials shall conform to specifications as provided by the Town of Bethany Beach. All excavation shall be unclassified. Concrete shall have a minimum twenty-eight-day strength of 3,000 psi.

C. 
Methods of construction. Concrete encasement shall be carried out in accordance with the details shown on the construction drawings or as otherwise directed by the Town Engineer. Care shall be exercised so as not to damage or otherwise impair the operation of the utility which is being engaged.
A. 
Description. This specification covers the placing of stone bedding material for providing a satisfactory foundation bearing material for the water main and shall be used only as directed by the Town Engineer.
B. 
Materials. Material for stone bedding shall be specifications as provided by the Town of Bethany Beach.

C. 
Construction methods. If areas of the foundations are soft, composed of mud or are, in the Town Engineer's judgment, unfit to receive the pipe line, then such unacceptable material shall be removed and replaced with stone bedding material. The Town Engineer will be the sole judge as to the use of stone bedding for foundation stabilization.
