The Mayor and Council shall hold its annual
reorganization meeting within the first seven days of January, at
a time to be set by the Mayor and Council.
At the annual meeting, the Council shall establish
the time and place for holding regular meetings during the ensuing
year, which time and place shall not be changed except by resolution
introduced at a regular meeting and advertised to the public as prescribed
by law.
At the annual meeting, the Council will elect
one of its members as Council President to hold office for one year.
In the absence of the Mayor, the Council President will become Acting
Mayor and preside over the meetings. The Council President will retain
the right to vote as Council member on any business presented to the
Council. The Acting Mayor shall be permitted to perform all functions
of the Mayor as prescribed by law.
Robert's Rules of Order will govern the Council
meetings, except that the Mayor or other Chairman, as the case may
be, shall be permitted to participate in all discussions.
In accordance with N.J.S.A. 10:4-12, all regular
meetings of the Mayor and Council shall have two portions for public
comment on any governmental issue that a member of the public feels
may be of concern to the residents of the municipality. Persons making
public comment at the first public portion shall be limited to five
minutes. During the second public portion, the Mayor or Council President,
as presiding officer, shall have the discretion to terminate any repetitive,
irrelevant or excessive public comment in the interest of permitting
all members of the public time to speak on any governmental issue
and completing the public business within a reasonable period of time.
The Mayor shall preside over deliberations of
the Council and shall also participate in determination of Borough
affairs to the extent permitted by law. He shall, on all occasions,
preserve the strictest order and decorum, and he shall cause the removal
of all persons who interrupt the orderly proceedings of the Council.
The Mayor shall establish the order of business, which may be changed
by resolution and a majority vote of the members of the Council present
at such meeting.
There shall be six standing committees. Each
Council member shall be the chairman of one of the committees. The
chairperson and members of each committee shall be determined by the
Council. The Mayor shall be a member ex officio of each such committee.
The following shall be the standing committees: Public Affairs, Public
Works, Public Safety, Community Relations, Health/Welfare, and Finance.
The Mayor shall nominate and, with the advice
and consent of the Council, appoint all subordinate officers of the
Borough as provided by law.
