A. 
Purpose.
(1) 
To keep our sports fields in a safe, playable and environmentally sound condition, the Park Ranger Division monitors the sport fields daily. The fields will be closed due to standing water or when pushing on it can easily move the turf. The Park Ranger's decision of sport field status is final. If it starts to rain/snow during a game, the Park Ranger will monitor the situation and determine if field conditions become unsafe. After a high precipitation period, the fields may be closed for several days until they are considered playable. The Parks Department also closes fields for turf maintenance purposes. Please check the field condition boards at both the softball and soccer field areas. Prior to your arrival, you may call our voice mail number 24 hours per day, at 840-7440, to receive a sport field condition report.
(2) 
It is the responsibility of the person making the field reservation to contact all team members to inform them of the field conditions. Please inform your team of the status of the fields and the information herein.
(3) 
Fields must be reserved for official league or scheduled games, as well as practice. Teams must use the field, they are assigned. Please be considerate of other parties who may have the field reserved prior to or after your time. It is imperative to limit your field use to the times you have scheduled. If there is a conflict with a field, please check the field reservation hoard at each sport area. This board lists those who have the fields reserved. If a conflict arises on a field reservation or in the event of an accident or emergency, call 911 and ask for a Park Ranger to respond to your location.
(4) 
Teams and spectators are required to use available trash containers for refuse. Please pick up any trash you may see to keep the park clean. Each team reserving the field(s) is responsible for the neatness of the area.
(5) 
Obey all park regulations. Any misconduct, loud voices or foul language by team members or spectators will not be tolerated. Park rules and regulations are posted at the park's informational boards. Respect the field closings, whereby, we can continue to provide you with the best possible facilities for your enjoyment.
B. 
Field usage. Beginning January 1, 2002, the primary use of the soccer and softball fields will be for their intended use. Use of the fields for purposes other than its intended use must be made in writing to the York County Parks and will be evaluated by staff according to field availability, conditions, use impact of activity and safety.
C. 
Sports field fees.
(1) 
Charge $10 per hour or $80 daily rate per field to reserve for practice or games. Teams can "tentatively" reserve fields. To finalize the reservation, full payment of all fees must be made within three weeks (21 days). If payment is not received within 21 days, the tentative reservation will be cancelled. Please pay by cash, check or credit card.
(2) 
Field (hours) reservations must be consecutive or must have at least three hours between rentals on the same day.
(3) 
Charge for all sports fields by all users, including pavilion renters (soccer field No. 5 has no weather cancellations).
(4) 
A certificate of insurance naming the County of York as additionally insured must be received prom all leagues/teams playing games on the fields at the time of payment. No certificate of insurance is needed for practice.
(5) 
Cancellation policy.
(a) 
One hour: $10.
(b) 
If the fields are not used due to weather/field closures, it is each renters responsibility to contact the York County Parks Administration Office within three working days. The team will only be given credit if the Park Ranger closes the fields for weather. Any other type of cancellation will not receive any refund.
(c) 
Requested refunds will be given to each team if another time does not fit into their schedule at the end of the year.
(6) 
Hours not used can be carried to the next year.
D. 
Soccer field reservations procedure. Field reservations for leagues that scheduled the fields during the past calendar year begin on the first working day of January. A league may reserve the same days and time slots as the previous year. Reservations can be made by telephone, fax (after 8:30 a.m.) or in person. Beginning March 15 (or first working day thereafter), reservations will be taken for others interested in field use.
E. 
Softball field reservations procedure. Field reservations for softball fields will begin on the first working day of January. Reservations can be made hr telephone, fax (after 8:30 a.m.) or in person. Reservations before this date are permitted with pavilion rental only. (Example: company picnic. family reunion, etc.)
A. 
Purpose of camping policy. The camping policy was implemented so that we could continue to provide the best possible facilities for your enjoyment, while giving you, the park visitors, an opportunity to have "exclusive use" of part of the animal activity area.
B. 
General camping regulations. All groups requesting use of animal activity area at Spring Valley County Park for camping will use the following procedures for their activity:
(1) 
The event organizer shall contact the Parks Office to request a tentative date. Within the next two weeks a schedule of your event is required listing activities, number of participants and dates and times of your arrival and departure. The Parks Director can approve or disapprove your request based on other park usage and/or if the activity is an acceptable usage of the animal activity area.
(2) 
The York County Parks' Office must be notified at (717) 840-7440 of your intent to build a campfire in accordance with Article II, § 75-8, titled Fires and lighted objects, of the Code of York County, Pennsylvania. A campfire can be constructed in the main gravel parking lot or another site if approved by the Parks Director. If a campfire is approved, it is the campers responsibility to notify Springfield Township and County Control (911) before the event.
(3) 
Groups requesting camping privileges must provide York County Parks with a certificate of liability insurance with a minimum coverage of $1,000,000 and naming the County of York as additionally insured. This certification must be provided to the York County Parks at the time of payment.
(4) 
Tents/horse trailer camping will only take place in the designated area (Field B). (See map[1]). Campers can arrive on site after 1:00 p.m. and must vacate the area by 10:00 a.m. on the date of departure.

(5) 
Nighttime use of the trails will only be granted with a special use permit. Trails are closed to biking and horseback riding during wet conditions. Call the parks at (717) 840-7440 for up-to-date trail conditions.
(6) 
A nominal fee of $55 for every 25 participants, per night, will be charged. This includes electric (at pavilion only), water (April 15 to October 15) and use of the Porcupine pavilion. Payment must be received within two weeks of confirmation of reservation.
C. 
Cancellations.
(1) 
Weather cancellations only are fully refundable if the event can not be rescheduled in the same year.
(2) 
All park rules and regulations apply.
D. 
Camping for horseback riders regulations. Horse groups requesting to use the rings during their stay must pay the rental fees stipulated within the Animal Area Fee Schedule. The practice ring will not be open for use, unless ring 1 or 2 is rented.
(1) 
The camping area must be restored to its original condition.
(2) 
Horses must not be tied directly to trees. A highline, seven feet in height, may be used for tying or picketing horses. (A "highline" is defined as a rope or line stretched between two uprights, which could be two trailers, electric poles or trees.) However, a tree saver must be used if tying lines to trees in order to prevent damage to the tree and/or its root system. A tree saver may be old fire hose, flat ratchet straps or a rope girth, fastened around the tree trunk over which the highline rope will be stretched.
(3) 
Horse trailer parking is in Field B. (See animal activity area map.)
(4) 
Manure must be raked out in field area, not left in piles unless stipulated otherwise.
Note: In the event of inclement weather (rain), please call our office (717-840-7440) to clarify trail conditions. Park Rangers determine the opening/closing of trails. Signage is posted in all County parks.

B. 
Fees for 2005.
(1) 
Fees are for one field (open space) per day. (See Rudy Park brochure for field locations.)
(2) 
All users must pay to reserve one of the open spaces to guarantee availability. This includes pavilion/sports field users.
(3) 
The fee per field (open space area noted on map[1]) is $55 per day. Please note that no other services are included with this fee; electric or water, etc.

This open space fee policy is not valid if the renter is inviting the general public to an event or an admission fee is charged to enter the area.
(5) 
Fields not reserved are available on a first-come-first-served basis, if a certificate of insurance is not required.

Cancellation policy. Cancellations due to weather are fully fundable if the event cannot be rescheduled in the same year.
D. 
Reservations procedure. Field reservations can be made starting one year in advance. Example, July 4, 2005 event can be reserved on July 5, 2004.
E. 
Others special rental opportunities. Other areas of the park are available to rent but are subject to appropriate fees. Examples are tents next to pavilions or dunking tanks.
