The Borough Council of the Borough of Lewisburg,
Union County, Pennsylvania, being the municipal authorities of the
said Borough, hereby signifies its intention and desire to organize,
together with the Board of Supervisors of East Buffalo Township, an
authority under the provisions of the Municipal Authorities Act of
1945, as amended.
The President and Secretary of the Lewisburg
Borough Council are hereby authorized and directed to execute on behalf
of the Borough of Lewisburg, Articles of Incorporation for said authority
in the form required by said Act, which Articles of Incorporation
shall set forth among other things:
A. That the name of said Authority is Lewisburg Area
Joint Sewer Authority;
B. That said Authority is formed under the Municipality
Authorities Act of 1945, approved May 2, 1945, P.L. 382, as amended.
C. That no other Authority organized under said Act or
under the Act of June 28, 1935, P.L. 463, is in existence in and for
the incorporating municipalities, except East Buffalo Municipal Authority
heretofore organized pursuant to Certificate of Incorporation dated
June 28, 1948, Lewisburg Municipal Authority heretofore organized
pursuant to Certificate of Incorporation dated March 22, 1950, Lewisburg
School Authority heretofore organized pursuant to Certificate of Incorporation
dated June 28, 1950, Eastern Union County Authority (school) heretofore
organized pursuant to Certificate of Incorporation dated March 13,
1951, Lewisburg Joint Secondary School Authority heretofore organized
pursuant to Certificate of Incorporation dated January 24, 1952.
D. That the names of the incorporating municipalities
are the Township of East Buffalo and the Borough of Lewisburg, both
situate in Union County, Pennsylvania; and
E. That there shall be nine members of the Board of the
Authority, five appointed by the Township of East Buffalo and four
appointed by the Borough of Lewisburg. The said Articles of Incorporation
shall set forth the names and addresses of the municipal authorities
of the Township, and of the Borough, and the names, addresses, appointing
municipality and terms of office (which shall commence on the date
of appointment) of the first members of the Board of the Authority

The proper officials of the Borough are hereby
directed as required by the Municipality Authorities Act of 1945,
as amended, to publish notice of this article and of the day upon
which said Articles of Incorporation will be filed with the Secretary
of the Commonwealth of Pennsylvania; to file said articles, together
with a certified copy of this article, and the necessary proofs of
publication with the Secretary of the Commonwealth; and to do all
other things necessary and appropriate to effect the incorporation
of Lewisburg Area Joint Sewer Authority.

The Borough Council of the Borough of Lewisburg,
Union County, Pennsylvania, constituting the "Municipal Authority"
of that Borough, as defined in the Municipality Authorities Act of
1945, May 2, P.L. 382, as amended and supplemented (53 P.S. § 301
et seq.) signifies its intention to organize, together with East Buffalo,
Kelly, Buffalo and/or Union Townships, a joint authority under the
provisions of the Act.
The name of the proposed joint authority is
the "Lewisburg Area Recreation Authority, referred to throughout this
article as "the Authority."

The Articles of Incorporation of the Authority
as set forth herein are hereby approved and adopted.
LEWISBURG AREA RECREATION AUTHORITY ARTICLES OF INCORPORATION

To the Secretary of the Commonwealth of Pennsylvania:

In compliance with the requirements of the "Municipality
Authorities Act of 1945" (the Act of May 2, 1945, P.L. 382, as amended
and supplemented, 53 P.S. § 301 et seq.), the Township of
East Buffalo and the Borough of Lewisburg, County of Union, Commonwealth
of Pennsylvania, pursuant to ordinances duly enacted by the Township
and the Borough which authorize and direct the formation of an Authority
under the Act, do hereby certify:

The name of the Authority shall be the Lewisburg
Area Recreation Authority.

2.
|
The Authority is formed under the "Municipality
Authorities Act of 1945."
|
3.
|
Except for the following, no other authorities
have been organized by the municipalities named in paragraph 4 under
the "Municipality Authorities Act of 1945" or under the Act approved
June 28, 1935, P.L. 463:

|
Lewisburg Area Joint Sewer Authority—incorporated
by East Buffalo Township and the Borough of Lewisburg on March 3,
1970.

|
3.2.
|
East Buffalo Municipal Authority—incorporated
by East Buffalo Township on June 28, 1948.
|
|
3.3.
|
Lewisburg Municipal Authority—incorporated
by the Borough of Lewisburg on February 6, 1950.

4.
|
The names of the incorporating municipalities
are:

Township of East Buffalo.
|

Borough of Lewisburg.

5.
|
The names and addresses of the municipal authorities
of each of the incorporating municipalities are as follows: (Here

each of the incorporating municipalities)

The names, addresses, and initial terms of office
of the first members of the Board of the Authority, all of whom are
residents of the appointing municipality, are as follows: (Here followed
the names, addresses and terms of office of the first Authority Board
members.)

7.

The terms of office of the first members of
the Authority shall commence on the day of appointment and shall be
computed from January 1, 1981.

8.

The ordinances authorizing the incorporation
of said Authority, certified from the records of each municipality,
together with proofs of advertisement of the notice of filing of these
Articles of Incorporation, are submitted with these articles.

IN WITNESS WHEREOF, the Township of Buffalo
and the Borough of Lewisburg, County of Union, Commonwealth of Pennsylvania,
have caused these Articles of Incorporation to be duly executed on
behalf of the Authority by their proper officers duly authorized and
under their municipal seals this 15th day of April, 1980. (There followed

The individuals to be designated in the Articles
of Incorporation (Exhibit A) as representatives of the Borough are
specifically appointed members of the Board of the Authority for the
terms of office as set out following their respective names.
A. The terms of office shall commence on the date of
appointment and shall be computed from January 1, 1981.
The purpose of the Authority shall be to acquire,
hold, construct, improve, maintain, operate, own, and lease (either
in the capacity of lessor or lessee) projects of the following kind
and character:
A. Buildings to be devoted wholly or partially for public
use.
C. Recreation grounds and facilities.
F. Other area community projects and activities.
