A. 
Whereas the County of York is a leader in the agricultural field in the Commonwealth of Pennsylvania;
B. 
Whereas the County of York is one of the top 10 agriculture producers in the United States in the agricultural production of oats, rye, corn for silage, apples, pears, hogs and chickens;
C. 
Whereas York County was third on the commonwealth's list of counties with the largest losses of farmland in the last 20 years.
D. 
Whereas this score of years produced a loss of 83,000 acres of valuable farmland;
E. 
Whereas from 1982 to 1987 the County of York lost 262 farms, which included a loss of 12,769 acres of cropland;
F. 
Whereas the Board of Commissioners of York County has determined that York County should participate in the commonwealth's Agricultural Conservation Easement Program as one means to delay and retard the unacceptable high level of farmland loss; and
G. 
Whereas a requirement of Pennsylvania Act 43, P.L. 128, No. 43, the Agricultural Area Security Law, as amended December 14, 1988, P.L. 1202, No. 149,[1] is that counties must appoint a county agricultural land preservation board to administer the County Farmland Protection Program.

The Commissioners of York County, Pennsylvania, do hereby appoint the York County Agricultural Land Preservation Board to administer the Agricultural Conservation Easement Program for the County of York.

Whereas the York County Agricultural Land Preservation Board submitted the amended York County Agricultural Conservation Easement Program Regulations to the York County Commissioners for review.
The Commissioners of York County, Pennsylvania, do hereby resolve to approve the amended York County Agricultural Land Preservation Board Easement Program Regulations, subject to the revisions of the state guidelines.
