All York County government-appointed officials report either directly or indirectly to the York County Board of Commissioners and, thereby, serve at the pleasure of the County Board of Commissioners.
A. 
Appointed officials serve in administrative, managerial, professional and other policy-making positions.
B. 
To this extent, appointed officials may make and/or effectively recommend policy and/or carry out the policies, functions and/or programs on behalf of the York County Board of Commissioners.
C. 
For this reason, all York County government officials' employment status is based upon an employment-at-will status.
