A.
Whereas, the Codorus Creek is a significant natural resource in York County, and also carries significance as a valuable urban resource in a more densely developed corridor through York City, North York and Spring Garden, Springettsbury and Manchester Townships; and
B.
Whereas, this valuable waterway can play a vital role in improving the County's built and natural environment; and
C.
Whereas, the development of the riverfront for commercial, residential, recreational, agricultural, open space and industrial uses is an important component in the overall health of the region; and
D.
Whereas, the appropriate development and conservation of the Codorus Creek and its environs will advance numerous goals articulated in the YorkCounts Comprehensive Action Plan, and the urban riverfront development efforts are specifically cited in the plan as a worthwhile undertaking; and
E.
Whereas, accomplishment of appropriate development and conservation strategies depends upon the concentrated and collaborative effort of many players, including local, regional, state and federal agencies, property owners, private businesses, and nonprofit civic and special interest groups; and
F.
Whereas, the Codorus Implementation Committee (under a previous name, Codorus Watershed Project Executive Steering Committee) has been operating for over a year as a central meeting place where a wide range of interested parties can help envision and guide the planning and development efforts within the watershed; and
G.
Whereas, the Codorus Implementation Committee has been established as an inclusive group, welcoming involvement, intercommunication and open participation by all interested parties and by the general public.
