A.
Whereas the Emergency Management Services Code, Act 1978-323, 35 Pa.C.S.A. § 7101 et seq., directs and authorizes each political subdivision of the commonwealth to establish a local emergency management agency;

Whereas York County Civil Defense is eliminated by establishing the York County Emergency Management Agency;
C.
Whereas it is the intent and purpose of this chapter to establish an office that will ensure the complete and efficient utilization of all of the County's facilities to combat disasters resulting from enemy actions or other disasters, as defined in the Emergency Management Services Code, Act 1978-323, 35 Pa.C.S.A § 7101 et seq., the York County Office of Emergency Management will be the coordinating agency for all activity in connection with emergency management; it will be the instrument through which the County Commissioners may exercise the authority and discharge the responsibilities vested in them in the Emergency Management Services Code, Act 1978-323, 35 Pa.C.S.A § 7101 et seq., the Pennsylvania Disaster Operations Plan and this chapter. This chapter will not relieve any County department of the moral responsibilities or authority given to it in the County Charter or by local ordinance. All activities undertaken by York County shall be undertaken pursuant to and in accordance with the Emergency Management Services Code; and

Whereas each emergency management agency shall have responsibility for emergency management response and recovery within the territorial limits of the political subdivision and, in addition, shall conduct such services outside of the jurisdiction as may be required under said law.
