Library service is essential to the well-being of a modern community. The County Commissioners hereby establish the York County Library System to provide public library service to the residents and taxpayers of the county.

Initially, two members shall be appointed for one-year terms, two members for two-year terms and three members for three-year terms. At expiration of the initial appointments, all members will be appointed for three-year terms.
C.
Five of the appointees shall be selected from a list submitted by the public libraries in the county and may be members of local public library boards. The remaining two members shall not be affiliated with any public library.
D.
No member of the County Library Board will serve more than one successive term.
In accord with § 413 of the Library Code,[1] all moneys appropriated for maintenance of the library and all moneys, if any, received from other sources for its use shall be under the exclusive control of and shall be disbursed under the direction of the County Library Board. It shall have all of the rights and duties delegated to such boards by the Library Code and shall present a financial report to the county annually. The County Commissioners shall arrange to have the accounts of the Treasurer of the County Library Board audited annually as in the case of other municipal expenditures, as required by said § 413.

It is understood that the purpose of the York County Library Board is to develop a program of library service to the county utilizing the existing and future libraries which meet the standards established by the County Library Board.
The York County Commissioners hereby agree to assist in the maintenance of the York County Library System.
