Amendments to this chapter may be made at any regular meeting by a vote of not less than six members of the Advisory Board, when the proposed amendment has been set forth in a written notice of the meeting, delivered not less than one month prior to the indicated meeting. Such notice shall carry an explicit, written report of the changes to be considered at the meeting. Any change in this chapter shall become effective only after being officially approved by action of the York County Board of Commissioners at a regular, public meeting of the Commissioners.
