The Water and Sewer Department shall be under the supervision of a Superintendent of Water and Sewer, who shall be the head of the Department and appointed by the City Manager. He or she shall be a person qualified by training and experience to perform the duties of the office and shall be the holder of any and all necessary licenses, permits and degrees.
There shall be a Water and Sewer Clerk appointed by the City Manager who shall:
A. 
Be responsible for all the books and records of the Water-Sewer Utility.
B. 
Bill and make collections of charges, fees and rentals for both water and sewer facilities.
C. 
Perform such other duties as may be assigned by the City Manager or the Superintendent of Water and Sewer.
There shall be a Plumbing Official appointed by the City Manager who shall inspect and maintain a record of all new connections to the water and sewer systems and furnish the Water and Sewer Clerk with written notice thereof.
