A.
Regular meetings. The Township Council shall meet annually for organization on the first day of January or during the first seven days of January in each year. The Township Council may also, at its option, combine the organization meeting with the first scheduled meeting in January. The Council shall meet at least once a month thereafter for a regular meeting on the dates and times selected and approved by the Council. The Mayor and Council may schedule additional regular meetings throughout the year as they deem appropriate after properly notifying the public of the same. By majority vote, the Mayor and Council may cancel any scheduled, or the scheduling of any, monthly regular meeting as they deem appropriate.

B.
Special meetings. The Mayor may, at any time, and upon written request of a majority of the Township Council as fully constituted, shall call a special meeting. The request and call for a special meeting shall specify the purpose of the meeting, and no business shall be transacted at any special meeting other than that specified. The Mayor's call for a special meeting shall be filed with the Township Clerk and served upon each Councilperson, as hereinafter provided, at least 48 hours prior to the time for which the meeting is called, provided that the Mayor may determine that an emergency exists affecting the health or safety of the people which requires consideration by the Council within a shorter time, and, upon such determination, which the Mayor shall set forth in the call, the call may be filed with the Township Clerk at any time not less than three hours prior to the time set for the meeting. Upon the filing of any call for a special meeting, the Township Clerk shall forthwith give notice thereof by telephone or electronic notice to each Councilperson at such place as they shall have previously designated for that purpose and shall also serve or cause to be served a written copy of the call upon each Councilperson by the delivery of a copy to them personally or by the leaving of a copy at their usual place of abode. The Police Department shall cooperate with the Township Clerk in effectuating such service of notice. Upon written waiver of notice executed by all of the members of the Council, a special meeting may be held without prior notice, notwithstanding the above provisions of this section.
