Whenever there is obsolete equipment, materials,
supplies or personal property in their Department not needed for public
use, the Health Officer shall cause an estimate to be made of the
value thereof, and they shall report these facts to the Board of Health.
A resolution may be adopted by the Board of Health declaring such
equipment, materials, supplies or personal property obsolete or surplus
and not required for public use and to fix the value thereof.
Upon the adoption of the aforesaid resolution,
the Health Officer shall be authorized to sell to the person offering
the highest price therefor at private sale if the value thereof as
fixed by such resolution is less than $100. Otherwise, the sale thereof
shall be made after advertisement and public bidding by sealed proposal
or at public auction to be authorized by the Board of Health.
