It is hereby declared to be desire and intention of the Board of Supervisors of the Township of Derry, being a municipality of the Commonwealth of Pennsylvania and situate in the County of Dauphin, to organize an authority under the Municipality Authorities Act of 1945, as amended and supplemented,[1] as a general purpose unit of local government, for the purpose of exercising and enjoying all powers capable of being exercised by a municipal authority under the aforesaid Act or any other Pennsylvania legislation.

The name of the proposed municipal authority is the "Township of Derry General Authority."
The proposed Articles of Incorporation of the Authority are as follows: (see Exhibit A attached hereto).[1]

The persons named in paragraph five of the Articles of Incorporation, set forth in § 6-8 hereof, designated as appointees of the Township of Derry, are hereby appointed as the first and initial members of the Board of the Authority for the terms indicated, it being understood that the adoption of this article by the Township of Derry shall effect the appointment of such members listed above and designated as representatives of the Township.
The municipal officers of the Township of Derry are hereby authorized and directed to execute, under the Seal of the Township of Derry, the Articles of Incorporation of the proposed Authority in substantially the same form as set forth in this article and such officers are further authorized to do all things necessary or appropriate to effect the incorporation of the proposed authority.
The project or projects authorized to be undertaken by the proposed Authority shall be as follows: to finance working capital, acquire, hold, construct, improve, maintain, operate, own and lease, either in the capacity of lessor or lessee, any economic development project, facility or program, including buildings to be devoted wholly or partially for public uses, industrial development projects and all projects of the kind and character contemplated by law for a general purpose authority, as authorized or permitted by, and also as limited by, provisions of the Municipality Authorities Act of 1945, P.L. 382, as amended and supplements, or as hereafter amended or supplemented and by any other applicable statute or law.
