The authority to make and enforce these rules and regulations is granted through this article.
The purpose of this article is to provide for the safety and welfare of all bicyclists, walkers and others who utilize the bicycle and pedestrian trail by limiting the use of conflicting modes of transportation, establishing a standard of trail etiquette and providing for the general trail guidelines to reduce the risk of bodily injury and property damage and to maximize compatibility of various uses.
A. 
No motor vehicles are permitted on the trail. Only Township or other vehicles authorized by the Director of Parks and Recreation, or his or her designee, are permitted.

B. 
The trail is closed from dusk to dawn from Waltonville Road to Wood Road. Those utilizing all other sections of trail between dusk and dawn do so at their own risk.

C. 
Keep dogs on a leash and be prepared to remove all animal waste from the trail. All waste must be deposited in appropriate receptacles.

D. 
Cyclists traveling on a road designated trail must travel in the same direction as vehicles on the roadway and comply with all other pedalcycle requirements of Pa. Title 75, the Pennsylvania Vehicle Code, Chapter 35, Subchapter A,[1] except where there is a designated lane for cyclists.

E. 
Stay on the trail. Be aware that the trail dissects private lands and access to these areas can be revoked if not respected.
F. 
Children must be strapped into child carriers attached to or behind your bicycle and all carriers and or trailers must meet nationally accepted safety standards.
G. 
Cyclists traveling on a road designated trail route at a speed less than the normal speed of traffic shall ride as close as possible to the right-hand curb or edge of the roadway except where there is a designated lane for cyclists.

H. 
No person operating any bicycle shall wear any headset, covering or earplugs, in both ears. There are exceptions for persons wearing personal hearing protectors designed to attenuate injurious noise levels and which do not inhibit the wearer's ability to hear his or her surroundings when operating authorized vehicles or equipment.
I. 
No person shall operate a bicycle on the trail that is of such a size as to prevent the operator from safely stopping the bicycle, supporting it in an upright position with at least one foot on the ground and restarting it in a safe manner.

J. 
Cyclists are subject to all the rights and duties applicable to the operator of any other vehicle. A cyclist must obey traffic lights, stop signs, one-way streets, and other basic traffic laws and comply with all other pedalcycle requirements of Pa. Title 75, the Pennsylvania Vehicle Code, Chapter 35, Subchapter A,[2] except where there is a designated lane for cyclists.

K. 
If a usable path exists for bicycles and pedestrians adjacent to roadway, users are strongly encouraged to utilize the trail provided.

L. 
Bicycle racing is prohibited on the trail.
M. 
No person shall throw or discharge upon the trail or adjoining areas, public or private, any lighted or nonlighted cigarette, cigar, match or any flaming or glowing substance.
N. 
No person shall throw or deposit upon the trail or adjoining areas, public or private, any refuse or garbage of any kind.
O. 
No special events shall be held on the trail without obtaining a written contract from the Director of Parks and Recreation, or his or her designee, prior to the event. Such contract does not exempt the holder and other participants from abiding by any of the rules contained herein and may be revoked or suspended by the Township at any time.

P. 
Trails will not be cleared of snow or ice. If you choose to use the trails during these conditions, you do so at your own risk. Always be alert for any hazardous conditions and always exercise extreme care in your use of the trails.

Q. 
This trail has been designed for noncompetitive recreational use. Footraces may be permitted with a prior written contract issued by the Director of Parks and Recreation or his or her designee. Do not use this trail if your speed or style will endanger other users.

R. 
No person shall, in any manner, use fences, railings, benches, or any other trail structures for other than their designed purpose. This includes the use of these structures for stunts of any kind.

S. 
The following are prohibited on the trail:
(1) 
Motorized vehicles.
(2) 
Horses.
(3) 
Littering.
(4) 
Camping.
(5) 
Open fires.
(6) 
Possession and/or consumption of alcoholic beverages.
(7) 
Removing trail resources and loitering.
(8) 
Posting of advertisements of any kind without prior approval.
A. 
Act on and utilize the trail system responsibly. Your actions will shape future policies regulating the use of the trail.
B. 
Always yield the trail. Make your approach known well in advance by an audible warning such as "passing on your left."
C. 
Keep the trail clear. Bicycles or objects may not impede or block the normal and reasonable movement of any user of the trail.
D. 
A person may not operate a bicycle or other human-powered vehicle/device in a negligent manner so as to collide with another trail user.

E. 
Approach each bend with caution in case someone is around the corner.
F. 
It is the user's sole responsibility to pay attention to and abide by all trail markings and safety signs.
G. 
Pedestrians have the right-of-way on the trail. However, groups of pedestrians should form a single-file line to allow cyclists and others to pass.
H. 
Travel at speeds which are safe and appropriate for trail conditions. Safe and appropriate speeds will be lower in congested areas, when visibility is limited and around curbs.
I. 
Cyclists shall ride single file.
All applicable sections of Pennsylvania Vehicle Code (Title 75) Chapter 35, Special Vehicles and Pedestrians, Subchapter A, Operation of Pedalcycles, are referenced and made enforceable by the passage of this article.
A. 
Township employees shall have the authority to give direction to the public and to enforce these rules and regulations.
B. 
Any person, firm or corporation who shall violate any provision of this article, upon conviction thereof in an action brought before a district justice in the manner provided in the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this article continues or each section of this article which shall be found to have been violated shall constitute a separate offense.
