A. 
The Chief of Police shall keep a register of the name of each person owning or operating a taxicab or limousine licensed under this chapter, together with the license number, the New York State registration number and the description, make and motor number of such vehicle; a complete record of each license issued to a driver; and a record of all renewals, suspensions and revocations of licenses.
B. 
Such records shall be kept on file and shall be open to the inspection of the public and shall be public records, extracts of which may be certified by the Chief of Police for use as evidence.
There shall be delivered to each licensed taxicab and limousine driver an identification card of such form and style as the Chief of Police may prescribe, with the taxicab or limousine driver's license number thereon, which must, under penalty of revocation of the license, be constantly and conspicuously displayed on the outside of the driver's outer garment when he or she is engaged in his or her employment.
A. 
A schedule of fares must be conspicuously posted within the interior of the vehicle, so as to be seen by all passengers, on a card not less than six inches by eight inches in size on the back of the front seat headrest. The schedule of fares shall include applicable fines for noncompliance and a City telephone number for passengers to report violations. A violation of this section may result in a minimum fine of $50 and a maximum fine of $100 per vehicle, in addition to any other applicable penalty, including suspension and/or revocation under this chapter.

B. 
The maximum rate for any trip within the City of Glen Cove shall be $9. A surcharge of $1 may be added to out-of-town fares which exceed $20.

C. 
If more than one passenger is being conveyed in one taxicab to different locations (sharing a taxicab), the fare for each shall be half of the posted fare.
D. 
When two or more persons are being conveyed to a single destination from the same point, the first person shall pay the fare chart rate, and each additional person over 10 years of age shall pay the sum of $1. Each additional passenger over the age of three years but not over 10 years of age shall pay the sum of $0.50.
E. 
It shall be permissible to charge an additional sum of not more than $12 per hour, prorated, for waiting time.
F. 
Operators must charge fares to all passengers, except owners or the agents, employees or immediate family members of owners, and may not charge more than the rates fixed on the schedule of fares, nor any fare whatsoever if said schedule is not posted conspicuously on the back of the front seat headrest within the interior of a vehicle so it may be viewed by all passengers.

A. 
No taxicab shall stand on any public street or public place other than at or upon a public taxicab stand designated or established by the Chief of Police with the approval and consent of the City Council, nor shall any driver solicit employment by driving through the public streets or by oral solicitation of any kind, either on the public streets or from private property.
B. 
No disabled, unregistered or unlicensed taxicabs shall be permitted to be stored at a taxicab stand, and no major repair work shall be performed at a taxicab stand unless an indoor garage is utilized for said repairs. A taxicab stand shall be maintained in a neat and clean appearance, and no debris shall be stored or permitted to accumulate at said taxicab stand.

Operators must be in compliance with all requirements of this chapter and all ordinances, local laws and codes, laws, rules and regulations, including but not limited to those concerning vehicles, traffic and parking of the City of Glen Cove, County of Nassau and State of New York.[1]

B. 
Operators must specifically be in compliance with all owner and/or vehicle regulations set forth in this chapter, as they may apply to operators.
C. 
Operators must report to the Chief of Police, within seven days, any change of their residence.
D. 
Operators must display their permit, as required in this chapter, and must refuse to operate vehicles that do not have a certificate of operation and schedule of fares conspicuously posted and securely fastened on the interior of the vehicle; and must report to the Chief of Police, within 24 hours, the loss, theft, mutilation, marring or alteration of any such documents.
E. 
Operators must make a thorough search of the interior of a vehicle after the discharge of each passenger and immediately turn over any lost or misplaced article(s) to the appropriate local police authorities.
F. 
Operators must, at the request of any passenger, enforce no smoking in their vehicles by all occupants, including the operator.
G. 
Operators must conduct themselves in an orderly manner while operating a vehicle for hire.
H. 
Operators must transport any person(s) conducting him or herself in an orderly manner, upon request to do so, unless then under hire by another person or unless prohibited from so doing by any other provisions of this chapter.
A. 
It shall be unlawful to keep a passenger waiting longer than three minutes before proceeding to the passenger's announced destination.
B. 
No passenger shall be refused transportation to his or her announced destination within the City.
C. 
A passenger has the right, at the time a taxicab is requested, to request exclusive use of the taxicab, which request shall be accommodated.
D. 
Operators, or any person on their behalf, may not use loudspeakers, noisemaking devices and/or any other attention-seeking devices upon any street, road, highway, alley, park or other public place within the City for the purpose of attracting attention for the solicitation of passengers or for any other purpose.
E. 
Operators may not cruise public streets, roads and/or highways of the City in search of passengers.
F. 
Operators must refuse to operate vehicles that are not clean, sanitary, fit, of good appearance and in a safe condition for the transportation of passengers.
G. 
Operators may not operate any vehicles while their City permits, chauffeur's licenses or other appropriate New-York-State-issued licenses are not in effect, have expired or have been suspended or revoked and must refuse to operate any vehicle for which the certificate of operation or business owner's license is not in effect, has expired or has been suspended or revoked.
H. 
Operators may not use a vehicle for transporting a greater number of passengers than the rated capacity of the vehicle.
I. 
Operators may not park a vehicle upon public streets, roads or highways when not in actual operation, except in those areas designated for taxicab parking.
J. 
Operators may not peddle or allow the peddling of any goods or property from or near a vehicle.
K. 
Operators may not leave a vehicle unattended in any public place, except their depot or garage, or when necessary for the operator to be absent therefrom, but in no event for more than 30 consecutive minutes.
L. 
Operators may not allow any other person to use their permits.
