Whoever, with the intent that a tribal law be violated, advises another to commit that crime under circumstances which indicate unequivocally that he or she has such intent is guilty of a tribal misdemeanor.

Whoever is convicted of solicitation shall be fined or jailed or both not to exceed 1/2 of the maximum penalty for the completed crime.
