A.
Council members in office on the day before this Charter becomes effective shall continue in office for the remainder of the term to which they were elected. On the effective date of this Charter, they will assume the functions and duties of Council members as set forth in the Charter. The title of Mayor will be discontinued on the effective date of this Charter, and the member of Council who was nominated or elected under the title of Mayor will assume the role of Council member under the Charter.
B.
At the municipal election in November of 1979, two Council members will be elected by special election to bring the Council to the number of seven members in accordance with § 2-201. The additional two members will serve terms of two years. Their successors will be elected for four-year terms in accordance with § 2-205.
C.
Council members whose terms carry over under the Charter will continue to be compensated at the rate they received in the year 1979. The members of Council who are elected in 1979 and all succeeding Council members will, on the effective date of this Charter and thereafter, be compensated as provided in § 2-209.
