A Department of Land Use is hereby created in
the Township of Montville. It shall consist of the following offices:
Planning Board Office, Board of Adjustment Offices, Zoning Officer,
Design Review Commission Offices and Environmental Commission Offices.
There shall be a Director of Land Use appointed by the Township Administrator,
subject to the approval of the Committee. The Director of Land Use
shall be appointed for a term of one year ending on December 31 of
each year and shall be the head of the Department.
The Land Use Administrator shall:
A. Provide technical assistance to individuals in the
completion of applications for land use development, advise applicants
as to Township regulations and law regarding possible uses of land,
maintain and disseminate information to interested parties concerning
procedures, policies and regulations regarding land use development.
B. Receive, process and classify applications for subdivisions,
site plans, conditional land uses and variances.
C. Determine the proper agency to conduct a hearing and
rule on the applications submitted for approval.
D. Prepare and advertise the decisions of the agency
with regard to the land use applications submitted to it.
E. Arrange for the preparation of the minutes of the
Boards and for the verbatim transcripts of minutes as requested and
maintain all maps, files and records of the boards.
F. Transmit all bonding and fees received on applications
to the appropriate agency and maintain a general ledger for all deposits
made to the boards and Zoning Officer.
G. Supervise the Zoning Officer's activities.
H. Be responsible for such duties necessary for the proper
and efficient conduct of the functions of the offices within the Department.
I. Perform such other duties as may be assigned to it
by ordinance or the Administrator.
