A. 
The municipal government established by this Charter shall be known as a "Council-Administrator Government."
(1) 
Pursuant to this Charter and subject only to the limitations imposed by the State Constitution, all powers of the town, except those vested in the Financial Referendum, shall be vested in an elected Town Council (the "Council"). The Council shall determine policies, enact the laws and appoint the Town Administrator.

(2) 
The Administrator shall execute the laws and administer the government of the town under the authority of the Council.
B. 
The effective date of this Charter and the form of government it provides shall be as stated in Article LXVII, Inauguration of Charter Government.
