All public off-highway parking places and lots shall be under the administration and supervision of the Board of Commissioners of the Township of Haverford and such persons as they may appoint or designate and subject to rules and regulations that the Board may hereafter promulgate, including the following:
A.
All vehicles entering or leaving public off-highway parking places or lots must enter or leave only at the places indicated by official signs.
B.
No vehicle shall be operated on a public off-highway parking place or lot at a rate of speed in excess of five miles per hour.
C.
No vehicle shall be operated on a public off-highway parking place or lot in a direction other than that indicated by official signs, except for a distance of 20 feet when backing up to enter or leave a parking stall.
D.
An act or operation of any vehicle which would be a violation of the Vehicle Code and which occurs on a public off-highway parking place or lot is hereby declared to be a violation of this article.
E.
Tractors and trailers of any kind and trucks whose capacity is in excess of 8,000 pounds gross vehicle weight rating shall not be permitted to park or be operated on a public off-highway parking place or lot at any time.

F.
Trucks under 8,000 pounds gross vehicle weight rating are prohibited from parking in a public off-highway parking place or lot between the hours of 2:00 a.m. and 6:00 a.m. unless a valid permit has been issued.

G.
Parking permit. A charge of $15 per month shall be collected by the Township for the privilege of parking trucks under 8,000 pounds gross vehicle weight rating on the Township-owned public metered off-highway parking places and lots if the applicant is a resident of the Township. No residents shall be issued a permit for more than one truck. Application shall be made at the Haverford Township Police Department.
