All public off-highway parking places and lots shall be under the administration and supervision of the Board of Commissioners of the Township of Haverford and such persons as they may appoint or designate and subject to rules and regulations that the Board may hereafter promulgate, including the following:
A. 
All vehicles entering or leaving public off-highway parking places or lots must enter or leave only at the places indicated by official signs.
B. 
No vehicle shall be operated on a public off-highway parking place or lot at a rate of speed in excess of five miles per hour.
C. 
No vehicle shall be operated on a public off-highway parking place or lot in a direction other than that indicated by official signs, except for a distance of 20 feet when backing up to enter or leave a parking stall.
D. 
An act or operation of any vehicle which would be a violation of the Vehicle Code and which occurs on a public off-highway parking place or lot is hereby declared to be a violation of this article.
E. 
Tractors and trailers of any kind and trucks whose capacity is in excess of 8,000 pounds gross vehicle weight rating shall not be permitted to park or be operated on a public off-highway parking place or lot at any time.

F. 
Trucks under 8,000 pounds gross vehicle weight rating are prohibited from parking in a public off-highway parking place or lot between the hours of 2:00 a.m. and 6:00 a.m. unless a valid permit has been issued.

G. 
Parking permit. A charge of $15 per month shall be collected by the Township for the privilege of parking trucks under 8,000 pounds gross vehicle weight rating on the Township-owned public metered off-highway parking places and lots if the applicant is a resident of the Township. No residents shall be issued a permit for more than one truck. Application shall be made at the Haverford Township Police Department.

A. 
Official signs shall be placed and maintained in the public off-highway parking places or lots by the Superintendent to indicate hours of parking, maximum speed, direction of travel, entrances, exits and classes of vehicles permitted.
B. 
Meters shall be installed and maintained in accordance with the provisions of § 175-42 of Article VI.
When lines or markings are painted or placed upon the areas where parking is permitted in public off-highway parking places and lots for the purpose of designating the parking space for which a meter is to be used, each vehicle parked adjacent or next to any parking meter shall park within the lines or markings so placed. It shall be unlawful and a violation of this article to park any vehicle across such lines or markings or to park said vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings. The parking of a vehicle in any metered parking area on any line which divides a parking space, or parking a motor vehicle so as to occupy more than one parking space shall be a violation of this article.
A. 
All public off-highway parking places and lots shall be open and available for public parking 24 hours daily on Monday, Tuesday, Wednesday, Thursday, Friday and Saturday, from one minute after midnight to midnight of each day. There shall be no charge for parking on Sundays from one minute after midnight Saturday to midnight Sunday.
B. 
Twenty-four-hour parking.

(1) 
Twenty-four-hour fee parking on a monthly basis of vehicles permitted to be parked on public off-highway parking places or lots shall be permitted, provided that a twenty-four-hour parking permit is displayed on the rear bumper of the vehicle.
(2) 
Any person wishing to avail himself of the twenty-four-hour parking privilege for any quarter period shall apply to the Police Department and, upon payment of the sum of $90 on or before the first Monday of the first month of each quarter (January, April, July, October), shall receive a receipt and a twenty-four-hour parking permit. A record of the vehicle to be parked, the owner, address, license number, permit number and the quarter for which it is valid shall be kept by the Police Department for enforcement purposes. No refund or apportionment is permitted.

(3) 
It is understood that the purchase of a quarterly twenty-four-hour parking permit does not guarantee a parking space and provides for parking only in Township off-street lots as is available. Twenty-four-hour parking permits are not valid for any on-street parking metered spaces.

A. 
Parking is permitted on a public off-highway parking place or lot for any period from one hour to a maximum of 10 hours, provided that at the time of first parking, the parking charge as indicated below is deposited in the parking meter. Vehicles must also be parked in the manner prescribed in § 175-44 of Article VI. Rates for all off-highway metered parking will be $0.25 for every 30 minutes of parking.

B. 
There shall be no charge for parking between the hours of 6:00 p.m. and 8:00 a.m., except for the charge made in the cases of twenty-four-hour fee parking on a monthly basis.
C. 
There shall be no charge for parking in a metered parking place on a Sunday or on a national holiday.
It shall be unlawful and a violation of the provisions of this Article:
A. 
For a vehicle to be parked on a public off-highway parking place or lot if the proper parking charge is not deposited in the appropriate parking meter at the time of first parking or if the appropriate parking meter shows the signal "violation."
B. 
To deface, injure, tamper with, break, damage, destroy or impair the usefulness of any parking meter on any public off-highway parking place or lot or to deposit in any such meter any slug, device or substitute for any coin of the United States.
C. 
To park or permit the parking of any vehicle in any parking meter space where the meter does not register lawful parking.
D. 
To commit any act or do anything contrary to the rules and regulations for off-highway parking places or lots established by the Board of Commissioners as provided in § 175-51.
Off-highway metered parking places and lots are hereby established as described in Schedule XXII (§ 175-97). The hours of use and charges therefor in such parking meter areas shall be subject to the provisions of this Article governing off-highway metered parking areas.
