The Township of Haverford shall continue as
a municipal corporation under the name of the Township of Haverford
with the actual boundaries at the time this Charter takes effect and
as may be lawfully changed thereafter. As used in this Charter, the
words "Haverford" and "township" shall mean the Home Rule Municipality
Township of Haverford, Delaware County, Pennsylvania.
Haverford shall have and may exercise any powers
and perform any function not denied by the Constitution of Pennsylvania,
the General Assembly of the Commonwealth of Pennsylvania or the Charter.
The powers of Haverford shall be liberally construed
in favor of the township in order to provide Haverford with the greatest
possible power of self-government under the Pennsylvania Constitution.
Any specific mention of the powers in the Charter shall not be construed
as limiting in any way the general powers of the township as stated
in this Article.
The legislative powers of Haverford shall be
exclusively vested in the Board of Commissioners as set forth and
limited in this Charter.
All powers and functions contained in any and
all ordinances and resolutions of the Township of Haverford prior
to the effective date of this Charter which are in force on the effective
date of this Charter and not inconsistent herewith shall continue
in force until amended, repealed or superseded or expired by their
own terms.
The form of government as set forth in this
Charter shall be a Commissioner-Manager form.
