No local law shall be passed until a public hearing thereon
has been held by the Board of Trustees.
The Village Clerk shall give notice of such hearing by the publication
of a notice in the official newspaper of the Village or by posting
a notice in at least four public places in the Village, specifying
the time when and the place where such hearing will be held and in
general terms describing the proposed local law. Such notice shall
be published once or posted in at least four public places at least
seven days prior to the day specified for the hearing.
