The Borough hereby creates the Eatontown Economic
Development Committee as an advisory committee for purposes of addressing
the economic development needs of the Borough and advising the Borough
Council of actions the Council may undertake to assist in the economic
development of the Borough, while serving as a liaison between the
Borough and businesses and industries within the Borough, as well
as to prospective businesses and industries in the Borough, and to
enhancing economic growth within the Borough of Eatontown.
The members of the Eatontown Economic Development
Committee shall receive no compensation for their services but may
be reimbursed for reasonable and necessary appropriations made available
therefor, but only upon request to and approval by the Borough Council.
The powers and duties of the Eatontown Economic
Development Committee shall be as follows:
A. Monitor the current state of the Eatontown economy.
B. Explore and recommend ways to foster growth in Eatontown's
economy.
C. Alert the governing body of potential positive and
negative issues that could impact the local economy.
D. Serve as a potential interface to prospective commercial
entities interested in locating in Eatontown.
E. Market the attributes of doing business in Eatontown.
F. Monitor declared Fort Monmouth closing and proposed
redevelopment activities and their potential impact on Eatontown.
G. Provide input to Planning and Zoning Boards on potential
projects planning to settle in Eatontown.
H. Recommend updated zoning for its viability under current
economic conditions.
I. Make recommendations to both the Borough's governing
body and to businesses and industries within the Borough that will
foster economic vitality within the Borough of Eatontown.
J. Perform those duties and recommendations assigned
by the Borough Council involving economic development.

A. The Mayor, with the advice and consent of the Borough
Council, shall appoint a minimum of 11 regular members to the Committee
based upon title and geographic distribution within the municipality,
serving for one-year terms, plus four ex-officio and nonvoting members,
which shall consist of the Manager of Monmouth Mall, the Chairman
of the Industrial Way Association, the Eatontown Borough Administrator
and an Eatontown Borough Council liaison.
B. The 11 regular voting members of the Committee classified
as geographic members shall be as follows:
(1) A manager of a Monmouth Mall anchor store.
(2) An individual representing a business entity located
on Industrial Way East.
(3) An individual representing a business entity located
on Industrial Way West.
(4) An individual representing a business entity located
on Route 35 north of Route 36 but south of the Eatontown Historic
District.
(5) An individual representing a business entity located
on Route 35 south of Route 36.
(6) An individual representing a business entity located
on Route 36 west of Route 35.
(7) An individual representing a business entity located
on Route 36 east of Route 35.
(8) An individual representing a business entity located
in Eatontown's Historic District in the area of Broad Street/Main
(Route 35).
(9) An individual representing Eatontown's hotel and motels.
(10) Two residents of the Borough of Eatontown.
C. The Mayor, with the advice and consent of the Borough
Council, may supplement the basic Committee with individuals expressing
interest in the objectives of the Committee, giving them participation
rights but not voting rights. These members will be classified as
"alternate" Committee members. Alternate Committee members are capable
of voting when a regular member is absent from a meeting. Alternate
Committee members shall be numbered to determine priority of voting
in lieu of regular members who are absent from meetings.
Allocation of budget for purposes of the Committee
shall be that provided or supplemented by the Borough Council through
its Borough budget.
The Committee shall select its own Chairperson,
Vice-Chairperson and Secretary at its annual meeting to conduct its
meetings and maintain records in the form of minutes. The Eatontown
Economic Development Committee shall determine when it shall meet
and how often, and the Borough shall provide facilities for meetings
and, upon request if needed, any paid staff assistance or professional
assistance.
