A. 
Physical improvements to the property being subdivided shall be provided, constructed and installed as shown on the record plan, in accordance with the requirements of the Borough.
B. 
As a condition to review of a final plan by the Borough Planning Commission, the subdivider shall agree with the municipality as to the installation of all improvements shown on the plan and required by this chapter.
C. 
All improvements installed by the subdivider shall be constructed in accordance with the design specifications of the Borough.
D. 
Supervision of the installation of the improvements required by § 335-25 below shall in all cases be the responsibility of the Borough or of the appropriate state regulatory agency.
The following improvements, as shown on the record plan, shall be provided by the subdivider:
A. 
Street grading. All streets shall be graded at full right-of-way width, except that in subdivisions where the average lot frontage (measured at the building reserve line) is 100 feet or more, streets shall be graded at cartway width, plus eight additional feet on both sides.
B. 
Cartway paving. All streets intended to be dedicated to public use shall be paved to full cartway width (as shown on the final plan).
C. 
Curbs. Curbs shall be installed along both sides of all streets, except where the average lot frontage (measured at the building reserve line) is 100 feet or larger, and except along service streets. Curbs shall be either the vertical type or the rolled curb-and-gutter type, except that rolled curbs shall not be used on streets whose grade exceeds 6% or on any collector or major streets. The transition from one type to another shall be made only at a street intersection, and adequate provision shall be made for driveway entrances.
D. 
Sidewalks.
(1) 
Sidewalks with a width of five feet shall be installed on both sides of all streets, except that no sidewalks shall be required along service streets.
(2) 
All sidewalks, curbs and gutters shall be installed in accordance with the Borough Curbs, Gutters and Sidewalks Ordinance (Chapter 331).
E. 
Sewers.
(1) 
Storm sewers. Storm sewers and related facilities shall be installed consistent with the design principles and requirements contained in § 335-22 of this chapter.
(2) 
Sanitary sewage disposal. All properties shall be connected to the Borough sanitary sewer system. Sewer connections and the subdivision sewer system shall comply with the Borough regulations controlling their design and installation.
F. 
Water supply. All properties shall be connected to the Borough water system. Water connections and the subdivision water system shall comply with the Borough regulations controlling their design and installation.
G. 
Fire hydrants. Fire hydrants shall be installed within 600 feet of all existing and proposed structures, measured by way of accessible streets (as specified by the Middle Department Association of Fire Underwriters).
H. 
Monuments.
(1) 
Permanent stone or concrete monuments shall be accurately [as specified by § 335-15C(7)] placed at the intersection of all lines forming angles and at changes in directions of lines in the boundary (perimeter) of the property being subdivided.
(2) 
All monuments shall be placed by a competent engineer or surveyor so that the scored (by an indented cross in the top of the monument) point shall coincide exactly with the point of intersection of the lines being monumented.
(3) 
Monuments shall be set with their top level with the finished grade of the surrounding ground, except:
(a) 
Monuments which are placed within the lines of existing or proposed sidewalks shall be so located (preferably beneath the sidewalks) that their tops will not be affected by lateral movement of the sidewalks.
(b) 
Where monuments are located beneath a sidewalk, proper access shall be provided for their use.
(4) 
All streets shall be monumented (preferably on the right-of-way lines) at the following locations:
(a) 
At least one monument at each intersection.
(b) 
At changes in direction of street lines, excluding curb arcs at intersections.
(c) 
At each end of each curved street line, excluding curb arcs at intersections.
(d) 
At intermediate monument wherever topographical or other conditions make it impossible to sight between two otherwise required monuments.
(e) 
At such other placed along the line of streets as may be determined by the Borough Engineer to be necessary so that any street may be readily defined in the future.
I. 
Street signs. Street name signs shall be installed at all street intersections. The design and placement of such signs shall be subject to approval by the Borough.
The following improvements, intended to enhance the sales value of the subdivision as well as to benefit the Borough, are recommended.
A. 
Streetlights. In accordance with the conditions to be agreed upon by the subdivider, the Borough and the appropriate public utility, streetlights are recommended to be installed in all subdivisions.
B. 
Shade trees. Reasonable efforts should be made by the subdivider to preserve existing shade trees and, in addition, deciduous hardwood trees with a minimum caliber of 1 1/2 inches should be provided, in accordance with conditions to be agreed upon by the Borough and, if necessary, the appropriate public utility. Where provided, such trees should be planted between the sidewalk and the building reserve (setback) line at least five feet from the sidewalk or between the curb and sidewalk, provided the planting strip is a minimum of six feet wide.
C. 
Markers. Metal markers are recommended to be accurately placed at all lot corners.
