A. 
Whenever the owner or occupant of lands adjoining a Village street constructs or repairs or is directed to construct or repair, or whenever the Village of Delhi constructs or repairs along such street, a sidewalk of stone, cement or other material to be approved by the Board of Trustees, the Board of Trustees shall pay or bear the cost of up to 1/2 of the actual and necessary expenses of constructing or repairing said sidewalk. The remaining expenses shall be paid by said owner or occupant.
B. 
The expense and responsibility of grading and reseeding around said sidewalk shall be solely that of the owner or occupant.

Any property owner or occupant violating any of the provisions of this article shall be liable to pay a penalty of not more than $250 or to imprisonment for not more than 15 days, or both.
