The Police Chief and all police officers of
the Town shall possess the powers, enjoy the privileges and be subject
to the liabilities conferred and imposed by law on police officers.
The Police Chief and police officers shall have full power and authority
and it shall be their duty to:
A. Arrest with or without process and, with reasonable
diligence, take before the proper court every person found in the
Town violating any law of the state or ordinance of the Town of Grand
Chute.
B. Familiarize themselves with the ordinances of the
Town and attend to the enforcement of such ordinances by all lawful
means.
C. Help prevent crimes, misdemeanors and violations of
Town ordinances and protect the health, safety, public peace and order
of the Town and its inhabitants.
D. Report complaints of or observed street and sidewalk
obstructions, unlighted streetlamps, unlawful street signs or signals
and defective or dangerous streets and sidewalks to the Town Board
or appropriate department.
E. Obey the orders of the Police Chief and report to
the Police Chief all violations of the Town ordinances.
F. Enforce the ordinances of the Town and perform any
duty which may be required, and a police officer shall not in the
discharge of his/her duties as such officer be guilty of any fraud,
extortion, oppression, favoritism, partiality or willful wrong or
injustice.
G. Not communicate to any person any information which
shall enable persons to escape from arrest or punishment or enable
them to dispose of or secrete any goods or other valuable things stolen
or embezzled.
H. Not compound any offense committed against person
or property, or withdraw any complaint therefor, unless by the consent
of the Police Chief.
I. Deliver fees collected in the line of duty by the
Police Chief or any police officer thereof to the treasury of the
Town of Grand Chute.
J. Not become bail for any person arrested and shall
in no case become bail for any person.
K. Assist the Fire Department in maintaining order at
the scene of a fire.
L. See that the necessary permits and licenses issued
by the proper authority of the state or Town are in the possession
of or properly displayed by any person engaged in an activity or business
within the Town for which such permit or license is required and that
the terms of such permits or licenses are complied with.
M. Exercise and comply with the provisions of § 60.35,
Wis. Stats.
The Police Chief shall have the following duties in addition
to any duties prescribed by Wisconsin Statutes and not enumerated
herein. The Police Chief shall:
A. Keep in his/her office a record of all arrests made
by members of the Department, traffic tickets issued, the dates, hours
and places thereof, names of persons arrested, arresting officers,
offenses charged, actions taken and results.
B. Not be absent from duty or leave the County of Outagamie
for more than 24 hours without first reporting to the Town Chairperson,
provided that he/she may leave without such report when discharging
his/her official duties or when in pursuit of any person known to
have violated any law or ordinance of the state or Town, or upon regularly
scheduled vacations, or upon regularly scheduled days off, or in cases
of absence due to illness.
C. Submit a written annual report to the Town Board of
all activities and transactions of the Department during the preceding
year.
