The Township Committee shall authorize, in its
sole discretion, either itself or one or more of its members or a
Special Municipal Hearing Officer to hear cases involving employee
discipline.
The compensation to be paid to such special hearing
officer, if appointed, shall be established by a professional services
resolution and contract at a rate to be set by the Township Committee.
If appointed, the hearing officer shall report his
or her findings of fact and recommended disposition of the case, including
proposed penalties, if any, as a recommendation only to the Township
Committee within the time prescribed by law for each case or, if the
law does not prescribe a time period, within the time prescribed by
the governing body at the time of appointment.
