"3. Persons residing in residential properties situated along the prohibited area shall be permitted to park vehicles owned and operated by their guests upon the filing of an application with the Chief of Police and the obtainment of temporary guest parking permits from the Chief of Police.
"4. No fee shall be required for the obtainment of the above-described permits.
"5. Upon the issuance of each parking permit authorized under this ordinance, said parking permit shall be placed in the lower right-hand corner of the vehicle windshield, so as to be visible to any person charged with enforcing this ordinance."
