The purpose of this Part
2 shall be to improve and promote the health, safety and general welfare of the community by establishing traffic regulations within parking areas, apartment complexes, supermarkets and any other private property devoted to public use and access. The Village Board of Trustees finds that improper parking on certain private properties open to the public may impede the accessibility of fire apparatus in fighting any potential fires on private property. The purpose of this Part
2 is to keep fire lanes open, so as to make private property accessible to Fire Department and emergency service apparatus.
As used in this Part
2, the following words shall have the following meanings:
FIRE LANE
A passageway or roadway along which Fire Department equipment,
fire-fighting apparatus and emergency service apparatus may gain access
to private property to fight fires or give aid.
OBSTRUCTION
The prevention or hindrance of free movement along or over
a fire lane through some means other than a parked vehicle.
PARK
The standing or halting of a vehicle, whether occupied or
not, other than temporarily for the purpose of and while actually
engaged in loading or unloading.
PERSON
Every natural person, firm, copartnership, association or
corporation.
VEHICLE
Every device in, upon or by which any person or property
is or may be transported or carried.
Fire lanes shall be established and designated
by resolution of the Village Board of Trustees, pursuant to such specifications
as may be given by the Village Fire Marshal. The Village Fire Marshal
shall weigh all factors as to the advisability of fire lanes, including
but not limited to facts and circumstances disclosed in communications
with landowners.
For the purpose of maintaining an accurate record of fire lanes designated and established under the provisions of this Part
2, there is hereby established a system of schedules set forth in §
202-47 of this Part
2, in which shall be entered a description of all fire lanes adopted.
Signs shall be installed, together with other
markings as may be deemed necessary and proper by the Board of Trustees
to mark and designate fire lanes, and in accord with applicable standards
of the New York State Manual of Uniform Traffic Control Devices.
No person shall park a vehicle within any area designated and established as a fire lane. Every person violating this provision shall, upon conviction, be punished by a fine not to exceed $50. The Police Department shall have authority to have any vehicle parked in violation of this Part
2 towed or otherwise removed at the expense of the owner of the vehicle.
No person shall obstruct a fire lane. Every
person violating this provision shall, upon conviction, be punished
by a fine not to exceed $250 or by imprisonment for a term not exceeding
15 days, or by both such fine and imprisonment. The Village of Caledonia
may also institute any appropriate actions or proceedings to prevent
such obstruction, to restrain and to correct or abate such violation
and to remove the same.

202-43, the following described areas are designated as fire lanes:
