The Borough does hereby approve a schedule of attorneys' fees pursuant to Act 1 of 1996[1] as set forth on Exhibit A attached hereto.[2]

At least 30 days prior to assessing or imposing attorneys' fees in connection with the collection of a delinquent account, the Borough will mail to the owner, notice that the Borough intends to impose or assess attorneys' fees. Said notice shall include instructions on how the recipient of the letter may avoid the payment of attorneys' fees.
