All members of the Committee shall be appointed by
the Council of the Borough of Lititz without any limitation upon the
number of terms a member may serve.
All members of the Committee shall serve for terms
of five years; provided, however, that the terms of the initial members
of the Committee shall be appointed and so fixed that no more than
one member shall be reappointed or replaced during any calendar year.
The Chairman of the Committee shall promptly notify the Council concerning
a vacancy or vacancies in the Committee. Whenever vacancies occur
other than as a result of the expiration of a member's term, the Council
shall fill such vacancy by appointment for the period of the unexpired
term.
The Flood Control Advisory Committee may adopt such
rules and regulations as it deems necessary to govern its procedures
consistent with this Article and the laws of the Commonwealth of Pennsylvania.
The Committee shall elect its own Chairman and Vice
Chairman and create and fill such other offices as it may determine.
Officers shall serve annual terms and may succeed themselves.
The Committee shall make a written report of its activities
annually to the Council by March 1 of each calendar year. In addition,
interim reports shall be made as often as may be deemed necessary
by the Council.
To perform periodic inspections of flood areas within
the borough and recommend flood control projects to the Council to
minimize or control flood problems or the improvement of flood-prone
areas.
To administer, with the aid of engineering and appropriate
borough officials, those flood control projects approved by the Borough
Council for flood control and stormwater management.
To serve as liaison between the Borough Engineer and
the Borough Council for work associated with flood control projects
approved by the Borough Council for flood control and stormwater management.
To serve as a liaison between officials of contiguous
municipalities and the Borough Council when flood control projects
approved by the Borough Council have an effect upon flood control
and stormwater management in such other municipalities.
To hold public hearings and other meetings which are
deemed desirable for the interest of the residents of the Borough
of Lititz concerning flood control matters.
To undertake, at the request of the Council, the specific
site inspection of locations of flood problems and report to the Council
concerning its findings and any recommendations concerning appropriate
remedial action.
To be responsible to the Council and the administration
for the review and recommendation of all matters presented to the
Council and the administration concerning flood control matters.
In the performance of its functions, the Committee
may enter upon any land to make examinations and surveys with the
consent of the owner of such land.
The Flood Control Advisory Committee may employ administrative
and technical services as consultants on particular matters which
will aid in carrying out the provisions of this Article, provided
that the same has been authorized by Council.
The Committee may, with the consent of the Council,
accept and utilize any funds made available by the federal government,
the Commonwealth of Pennsylvania or the County of Lancaster or any
other funds granted by individuals or private agencies for the development
or enhancement of facilities or services relating to flood control
which are deemed in the best interest of the residents of the Borough
of Lititz. The Council may enter into agreements or contracts regarding
the acceptance or utilization of funds or assistance as it deems necessary
and advisable.
