When any vehicle is parked or abandoned on any
highway within this Village or in the Village parking lot during a
snow storm, flood, fire or other public emergency which affects that
portion of the public highway upon which said vehicle is parked or
abandoned, or where the vehicle constitutes an obstruction to traffic,
or where stopping, standing or parking is prohibited, said vehicle
may be removed by any police officer or any employee of the Village.

After removal of any vehicle as provided in
this article, such vehicle may be stored in a suitable place, in the
discretion of the Village, at the expense of the owner. Such owner
or person in charge of the vehicle may redeem the same upon payment
to the Village Treasurer or any other person or entity as determined
by the Village of the amount of all expenses actually and necessarily
incurred in affecting such removal, including but not limited to any
charges for storage and towing.
The officers and employees of the Village making
such removal shall without delay report the removal and the disposition
of any vehicle removed as provided in this article to the Village
Clerk, and it shall be the duty of such Clerk to ascertain to the
extent possible the owner of the vehicle or person having charge of
the same, and to notify him/her of the removal and disposition of
such vehicle and of the amount which will be required to redeem the
same.
