As used in this article, the following terms shall have the meanings indicated unless a different meaning clearly appears from the context:
BOROUGH EMPLOYEES
Includes but is not limited to the officers, agents and employees of the Borough of Dumont and the Dumont Finance Department.
LIABILITY RELEASE
A contractual agreement between the private individual(s) requesting the service and the Borough of Dumont releasing the Borough, its officers, agents and employees, from any claims arising out of any act or omission on the part of Borough police personnel with respect to the rendering or failure to render the police escort service.
POLICE ESCORT
Those instances where on-duty police personnel accompany a private individual or individuals to and/or from some prescribed destination for the purpose of providing said person(s) with additional security against the risk of personal injury or property loss.
PRIVATE INDIVIDUALS
Includes but is not limited to personnel of local merchants and/or businesses required to transport cash sums or other valuables to and from banking institutions within the Borough's geographical limits.
A. 
All requests by private individual(s) for the assignment of Dumont police personnel to provide escort services shall be made to the Chief of Police of the Borough of Dumont in writing, and shall include the following data:
(1) 
The name and address of the applicant(s) and the date.
(2) 
The effective date and time the police escort service will be required.
(3) 
The applicable fee schedule.
(4) 
The signature and date of signature of the applicant.
B. 
The service shall be provided as scheduled and directed by the Chief of Police.
All private individual(s) requesting police escort services within the Borough shall pay:
A. 
A fee of $5 for a police escort to the specified destination and an additional fee of $5 for a return escort to point of origin.
B. 
Weekly, monthly and annual rates shall be as follows:

One-way escort for 5 days per week
$25 weekly
One-way escort for 4 weeks per month
$100 monthly
One-way escort for 12 months per year
$1,200 annually
(1) 
Round-trip escort rates for round-trip service will be double those enumerated for a one-way escort.
(2) 
Borough employees using this service are specifically exempt from paying the fee required by this section.
All individual(s) requesting such escort service shall, prior to delivery of said service, execute a written release releasing the Borough of Dumont and the Dumont Police Department of all liability for personal injury or property loss resulting from the administration of said police escort service.
