Within the Township, there shall be a Department
of Public Works, the head of which shall be the Municipal Superintendent
of Public Works (the Director). The Director shall be appointed by
the Township Committee, who may consider the recommendation of the
Township Administrator and Manager of Human Resources, to serve in
accordance with N.J.S.A. 40A:9-154.6 and who shall receive such compensation
as may be provided by the Township Committee.

The Director shall report directly to the Township
Administrator. The Director shall perform such duties as are prescribed
by N.J.S.A. 40A:9-154.5 and ordinance, under the direction and supervision
of the Township Administrator, and in addition shall:
a. Supervise public works improvements being undertaken
by Township forces.
b. Provide and maintain control records with respect
to public works and facilities owned or operated by the Township,
or to be acquired or built and maintained by the Township.
c. Direct and coordinate all the work of the subdivisions
of the Public Works Division.
d. Prepare or cause to be prepared specifications for
the supply of equipment, labor or materials to carry out the functions
of the Division as a whole in conformance with Township purchasing
policies.
e. Direct the contractual work provided other agencies
or bodies.

There shall be a Supervisor of Public Works
who will handle such duties and responsibilities as shall be assigned
by the Director in effecting and coordinating all operations of the
Department of Public Works. The Supervisor of Public Works shall be
appointed by the Township Committee who may consider the recommendation
of the Director and the Township Administrator.

Within the Department of Public Works there
shall be a Subdivision of Roads, to be supervised by a Working Foreman
of Roads. The Working Foreman of Roads shall be appointed by the Township
Committee who may consider the recommendation of the Director and
the Township Administrator. The Working Foreman of Roads shall be
subject to the authority of the Director and have such duties as are
so assigned, including, but not limited to, maintenance and repair
of municipal roads, storm drains, municipal parking lots, operation
and maintenance of the recycling center, and other such duties as
assigned by the Director.

Within the Department of Public Works there
shall be a Subdivision of Buildings, to be supervised by a Working
Foreman of Buildings. The Working Foreman of Buildings shall be appointed
by the Township Committee who may consider the recommendation of the
Director and the Township Administrator. The Working Foreman of Buildings
shall be subject to the authority of the Director and have such duties
as are so assigned by the Director, including, but not limited to,
interior maintenance of all Township buildings, (electrical, plumbing,
etc.) and janitorial services.

Within the Department of Public Works there
shall be a Subdivision of Vehicle and Equipment Maintenance to be
supervised by a Working Foreman of Vehicle and Equipment Maintenance.
The Working Foreman of Vehicle and Equipment shall be appointed by
the Township Committee who may consider the recommendation of the
Director and the Township Administrator. The Working Foreman of Vehicle
and Equipment shall be subject to the authority of the Director and
have such duties as are so assigned by the Director, including, but
not limited to, routine and emergency vehicle and equipment repairs.

Within the Department of Public Works, there
shall be a Division of Grounds, to be supervised by a Working Foreman.
The Working Foreman of Grounds shall be appointed by the Township
Committee with consideration of the recommendation of the Director
of Public Works and the Township Administrator. The Working Foreman
of Grounds has such duties as are so assigned by the Director of Public
Works, including, but not limited to, mowing, debris pickup and maintenance
of Township-owned grounds, parks and athletic fields.
