No tax or municipal lien held by the Borough
shall be satisfied unless and until the lienee has extinguished the
principal obligation, plus all applicable penalties and interest thereon,
giving rise to such lien and unless and until the lienee has remitted
the additional sum of $250 to the Borough in consideration of the
costs and administrative burdens incurred by the Borough in filing
and satisfying such lien. Such sum to be remitted by the lienee shall
hereinafter be referred to as a "lien satisfaction charge."
The lien satisfaction charge may be waived by
the Council of the Borough only in the event of a finding by a majority
of the members of the Council that the obligation giving rise to the
lien to be satisfied could not have been discharged at the time of
such obligation's creation with substantial economic hardship
to the obligor.
This chapter in no way repeals, modifies or
alters any interest, penalties or other charges imposed by any other
ordinance as a result of a failure to discharge any obligation owed
to the Borough.
