The Borough of Laurel Springs, by its designated agents or by its employees, will collect and remove weekly only ashes, garden refuse and rubbish, and will collect and remove semiweekly only garbage, when such matter is placed in proper receptacles or bundles and placed for collection in the manner prescribed. No return call will be made for ashes, rubbish, garden refuse or garbage not placed at the curb at times prescribed.

For the purposes of this chapter, the terms used herein shall be defined as follows:
Residue from combustion of any type of solid fuel, such as wood, coal, coke, charcoal or like substances.
Logs, earth, sand, bricks, mortar, wood and any and all other substances which may accumulate from building operations.

Includes offal, such as the entrails of an animal or fish, refuse, animal or vegetable matter from a kitchen, market or store. "Garbage" shall not include tin cans, bottles, paper or plastic or any materials other than animal or vegetable matter.
Includes Christmas trees, small branches of trees, hedge, bush and vine trimmings, stalks of vegetable and flower plants, grasses, weeds and similar materials found in residential yards, except leaves in bulk, tree roots, portions of tree trunks and large tree branches.
All miscellaneous materials of solid waste, not otherwise defined as garbage, ashes or garden refuse, including but not limited to rags, paper products, cardboard, leather goods, cartons, rubber, bottles, tin cans, broken glass, crockery and/or similar materials or substances. It is the intention of this definition to include any and all items of solid waste, but this definition specifically does not include logs, earth, sand, bricks, mortar or other substances which may accumulate from building operations.

A.
There shall be separate receptacles for ashes, which shall be watertight metal or plastic containers with handles fitting to the sides and with properly fitting covers having a handle secured thereon. Said receptacles, when filled with ashes, shall not weigh in excess of 50 pounds.
B.
Receptacles for rubbish, garden refuse and garbage shall be watertight metal or plastic containers with handles fitting to the sides and with properly fitting covers having a handle secured thereon. These receptacles shall be not more than 26 inches in height and 20 inches in diameter and shall weigh, when filled, not in excess of 50 pounds.
C.
A suitable and sufficient receptacle shall also include a plastic-bag-type container so manufactured as to be waterproof and of sufficient strength to hold its contents without leakage, spilling or tearing. Such plastic container shall not be more than 18 inches in diameter and 26 inches in height and not more than of a thirty-gallon capacity and shall not weigh more than 50 pounds when filled. Such receptacle shall be sealed or bound and tied securely at any opening.

All ashes, rubbish, garden refuse and garbage shall be prepared for collection as follows:
A.
Ashes shall be cold and free of any hot coals to prevent possibility of fire.
B.
Cartons of cardboard or other material shall be broken and flattened into bundles not to exceed 50 pounds in weight.
C.
Newspapers shall be securely tied in bundles not to exceed 50 pounds or placed in watertight metal or plastic receptacles.
D.
Hedge trimmings, light brush clippings, etc., shall be securely tied in bundles not to exceed four feet in length and 18 inches in diameter and shall not exceed 50 pounds in weight.
E.
Garbage shall be free of tin cans, bottles, paper, plastic and every other matter except animal and vegetable refuse.
F.
Receptacles shall not be filled higher than three inches below the top. Covers shall be placed on receptacles to prevent any rubbish, garden refuse or garbage being scattered about by wind or other elements. Damaged or leaking receptacles shall be replaced at the expense of the owners.
A.
Each and every owner, tenant, housekeeper or other person or persons occupying any dwelling or structure or portion thereof in the Borough of Laurel Springs shall be:
(1)
Required to procure metal or plastic containers, or plastic-bag-type containers as provided in § 156-3C, for the storage of all ashes, rubbish, garden refuse and garbage.

(2)
Required to collect, store and place all accumulations of ashes, rubbish, garden refuse and garbage in proper containers or bundles.
(3)
Required to place all containers or bundles at curb level at the curb in front of each lot or building or dwelling house where the same shall be accessible for collection by 7:00 a.m. of the day specified for collection.
B.
It shall be unlawful to place or store any ashes, rubbish, garden refuse or garbage in any paper bags, wooden barrels, baskets or any other type of container than the type specified in this chapter. Any containers other than those specified in this chapter may be classified as rubbish and carted away.
Excepting Borough employees or agents in the discharge of their duties under this chapter, it shall be unlawful for any person or persons, association or corporation to collect, pick over, rake up or in any other way disturb the ashes, rubbish or other refuse material whatsoever deposited in any container or bundle laid or placed on any curb, street or public place.

It shall be unlawful for any person or persons, partnership, association or corporation to haul, carry, transport or in any manner whatsoever bring into and within the municipal limits of the Borough of Laurel Springs any garbage, trash, rubbish or building materials or similar waste materials from any place outside of the municipal limits of the Borough of Laurel Springs, irrespective of the manner of transportation thereof or the use to which the same shall be put within the Borough of Laurel Springs.

It shall be unlawful for any person or persons, partnership, association or corporation to in any manner whatsoever, irrespective of the reason, accumulate, hold or store overnight within the Borough of Laurel Springs any garbage, trash, rubbish, building materials or garden refuse. This section shall not apply to the normal everyday garbage, trash, rubbish, building materials or garden refuse accumulated by residents and business within the Borough and disposed of through the Borough's solid waste disposal program.

The provisions of this chapter shall be enforced by the Superintendent of Public Works, who shall have the authority to issue summonses for violations of the provisions hereof.
