The Director of Public Services is hereby authorized to limit or discontinue the supply of water in cases of emergency and to shut off the supply of waste for repairs or extensions, he being the sole judge of the time and necessity.

The Director of Public Services or any employee of the Borough of Lititz so assigned by the Director of Public Services shall have the right at any and all reasonable hours to enter upon or into any premises to which water is supplied by the Borough of Lititz water system for the purpose of inspecting any pipe or fixture, setting, reading, repairing or replacing any meter, turning water off or on and enforcing the provisions of this chapter generally. No person shall deny entrance to any such premises to the Director of Public Services or any assigned borough employee hereby granted such right of entry.

Any person who shall violate any of the provisions of this chapter shall, upon conviction thereof, be sentenced to pay a fine not to exceed the maximum fine of $300, plus costs of prosecution, and in default of payment of such costs and prosecution, imprisonment for a term not exceeding 30 days; provided, however, that if the District Justice determines that the defendant is without the financial means to pay the fines and costs immediately or in a single remittance, such defendant shall be permitted to pay the fines or costs in installments and over such periods of time as the District Justice deems to be just.
