A. 
The Taxpayers Advisory Commission shall consist of not less than five members or more than 12 members. The members shall be approved by the Borough Council, provided that at least three affirmative votes shall be required, the Mayor to have no vote thereon except in the case of a tie.
B. 
The members shall serve for terms of three years. However, the initial terms of selected members shall be staggered as follows: three years, two years and one year.
C. 
All members of the Taxpayers Advisory Commission shall serve without compensation.
The qualifications for membership shall be as follows:
A. 
A resident or taxpayer of the Borough of Dunellen.
B. 
Over the age of 18 years of age.
C. 
Not presently an elected or appointed official of the Borough of Dunellen.
The Taxpayers Advisory Commission shall meet regularly at least once a month and shall, at its first formal meeting, elect from its number a Chairperson, who shall preside over all meetings, a Vice Chairperson and a Secretary.
The conduct of the Taxpayers Advisory Commission at its meeting and its activities shall be governed by rules and/or bylaws which it shall establish within three months of its creation. A copy of said rules and/or bylaws and amendments thereto shall be provided to the Municipal Clerk within 30 days of adoption.
The powers and duties of the Taxpayers Advisory Commission shall be:
A. 
To encourage taxpayer input in the deliberations of the Mayor and Borough Council.
B. 
To review the complete annual budget of the Borough of Dunellen and render advice to the Mayor and Borough Council.
C. 
To render advice to the Mayor and Borough Council on any matter which would enhance the efficiency and reduce cost to the taxpayers of the Borough of Dunellen.
D. 
To render advice to the Mayor and Borough Council on any matter that would enhance or affect the quality of life in the Borough of Dunellen.
