The RS Rate Schedule applies to residential service in accordance with the established rules and regulations of the Borough. Schedule RS includes service for domestic water-heating and space-heating uses. Service is single-phase at 120 volts, two-wire, or at 120/240 volts, three-wire, sixty-cycle alternating current.

The GS Rate applies to general and commercial light and power services through one meter at secondary voltages in accordance with the established rules and regulations of the Borough. Single-phase service is at 120 volts, two-wire, or at 120/240 volts, three-wire, sixty-cycle alternating current. Three-phase service is available at standard voltages less than 600 volts.

The GP Schedule applies to customers using electric power and/or lighting service through a single delivery location at nominal distribution primary voltages who contract for not less than 1,000,000 KWH per year. Choice of voltage shall be at the option of the Department. All substation, regulating, protective and transformer equipment required for utilization of the delivery voltage shall be owned, operated and maintained by the customer. The Department shall have the option of metering on the primary or secondary side of customer facilities.

The Department reserves the right to install metering equipment on either the primary or secondary side of the customer's transformer or transformers. When installed on the secondary side, demand and energy registration will be increased by 2 1/2% for billing purposes as compensation for transformer losses.
A. 
The GL Schedule applies to unmetered lighting of yards, private driveways, parking lots and other areas supplied from existing overhead secondary distribution. The monthly rate shall be $17 per luminaire.

B. 
The Department installs up to one span of overhead secondary not exceeding 150 feet and one pole for each luminaire, provided that the location of the pole is accessible with a service truck and a suitable right-of-way is furnished. The customer must pay all additional installation costs.
C. 
Upon request and at the Department's discretion, the Department may install a fixture on a suitable customer-owned support.
D. 
There is no credit for outages.
E. 
The contract period is not less than two years.

The purchased power adjustment clause, PPAC, recovers variations in the total cost of power supply not included in the base rates. The total cost of power is the sum of fixed and variable costs, fuel, interchange, transmission and any applicable distribution charges.
B. 
Each monthly bill may also include a positive or negative purchased power adjustment clause (PPAC) factor to reflect the changes in the actual purchased power cost.
C. 
The PPAC shall be applied to each kilowatt-hour (KWH) supplied under all rate schedules. This adjustment, determined to the nearest 0.01 mill in accordance with the formula set forth below, shall be applied to all kilowatt-hours supplied during the billing period. The PPAC shall be computed monthly.

A. 
The above schedules apply when bills are paid on or before the due dates specified on the bill. If the full amount of such bill should not be paid within 20 days from the date of billing, 5% of the balance of the bill shall be added thereto, which, together with the balance of the bill, shall become the gross amount thereof.
