The Department's distribution system of 12,470 volts or less shall be extended under the following terms and conditions:
A.
The Department shall own and maintain all line extensions.
B.
The customer requesting the line extension must satisfy all requirements of this Part 1 associated with the service that is requested.
C.
Single-phase line extension.
(1)
A customer requesting a single-phase overhead line extension will receive a line extension allowance equal to the total cost of the following:

The Department's Superintendent shall estimate the cost of the single-phase line extension. If the estimated cost is greater than the line extension allowance, the customer shall make a nonrefundable payment to the Borough of Lehighton of an amount equal to the difference between the estimated cost and the line extension allowance. The Department will not commence construction of the line extension until payment is made in full by the customer. If the estimated cost is less than the line extension allowance, the line extension will be built by the Department without cost to the customer. However, the customer will not receive credit or payment for the difference between the line extension allowance and the estimated cost.
(3)
Upon completion of construction, the Department will determine the actual contractor, labor and material costs incurred and either bill the customer for all additional costs incurred or refund any overpayment.
D.
Three-phase extension.
(1)
A customer requesting a three-phase overhead line extension will receive a line extension allowance equal to the total cost of the following:

The Department's Superintendent shall estimate the cost of the three-phase line extension. If the estimated cost is greater than the line extension allowance, the customer shall make a nonrefundable payment to the Borough of Lehighton equal to the sum of $500 and the difference between the estimated cost and the line extension allowance. If the estimated cost is less than the line extension allowance, the customer shall make a nonrefundable payment to the Borough of Lehighton equal to $500. The Department shall not commence construction until payment is made in full by the customer.
(3)
Upon completion of construction, the Department's Superintendent will determine the actual contractor, labor and material costs incurred and either bill the customer for all additional costs incurred or refund any overpayment.
E.
Underground line extensions.
(1)
If the customer requests and the Department approves, line extensions may be installed underground. In such case, the customer shall provide all necessary excavation, backfilling and grading in accordance with the Department's specifications. The line extension allowance cannot be applied to the cost of excavation, backfilling and grading.
(4)
The Department shall not commence construction until payment is made in full by the customer. Upon completion of construction, the Department's Superintendent will determine the actual contractor, labor and material costs incurred and either bill the customer for all additional costs incurred or refund any overpayment.
