The Department's distribution system of 12,470 volts or less shall be extended under the following terms and conditions:
A. 
The Department shall own and maintain all line extensions.
B. 
The customer requesting the line extension must satisfy all requirements of this Part 1 associated with the service that is requested.
C. 
Single-phase line extension.
(1) 
A customer requesting a single-phase overhead line extension will receive a line extension allowance equal to the total cost of the following:
(a) 
Two hundred feet of single-phase overhead primary (7,200 volts).
(b) 
One hundred fifty feet of single-phase overhead secondary (less than 600 volts).
(c) 
One 25 KVA, single-phase, pole-mounted transformer.
(d) 
Labor and assorted hardware to install equipment in Subsection C(1)(a), (b) and (c).
(2) 
The Department's Superintendent shall estimate the cost of the single-phase line extension. If the estimated cost is greater than the line extension allowance, the customer shall make a nonrefundable payment to the Borough of Lehighton of an amount equal to the difference between the estimated cost and the line extension allowance. The Department will not commence construction of the line extension until payment is made in full by the customer. If the estimated cost is less than the line extension allowance, the line extension will be built by the Department without cost to the customer. However, the customer will not receive credit or payment for the difference between the line extension allowance and the estimated cost.
(3) 
Upon completion of construction, the Department will determine the actual contractor, labor and material costs incurred and either bill the customer for all additional costs incurred or refund any overpayment.
D. 
Three-phase extension.
(1) 
A customer requesting a three-phase overhead line extension will receive a line extension allowance equal to the total cost of the following:
(a) 
Two hundred feet of three-phase overhead primary (12,470 volts).
(b) 
One hundred fifty feet of three-phase overhead secondary (less than 600 volts).
(c) 
Two 25 KVA, single-phase, pole-mounted transformers.
(d) 
Labor and assorted hardware to install equipment in Subsection D(1)(a), (b) and (c).
(2) 
The Department's Superintendent shall estimate the cost of the three-phase line extension. If the estimated cost is greater than the line extension allowance, the customer shall make a nonrefundable payment to the Borough of Lehighton equal to the sum of $500 and the difference between the estimated cost and the line extension allowance. If the estimated cost is less than the line extension allowance, the customer shall make a nonrefundable payment to the Borough of Lehighton equal to $500. The Department shall not commence construction until payment is made in full by the customer.
(3) 
Upon completion of construction, the Department's Superintendent will determine the actual contractor, labor and material costs incurred and either bill the customer for all additional costs incurred or refund any overpayment.
E. 
Underground line extensions.
(1) 
If the customer requests and the Department approves, line extensions may be installed underground. In such case, the customer shall provide all necessary excavation, backfilling and grading in accordance with the Department's specifications. The line extension allowance cannot be applied to the cost of excavation, backfilling and grading.
(2) 
If the customer requests a single-phase underground extension, the same method as described in Subsection C shall apply. The line extension allowance will continue to be based upon single-phase overhead primary and secondary and pole-mounted transformers as described in Subsection C.
(3) 
If the customer requests a three-phase underground extension, the same method as described in Subsection D shall apply. The line extension allowance will continue to be based upon three-phase overhead primary and secondary and pole-mounted transformers as described in Subsection D.
(4) 
The Department shall not commence construction until payment is made in full by the customer. Upon completion of construction, the Department's Superintendent will determine the actual contractor, labor and material costs incurred and either bill the customer for all additional costs incurred or refund any overpayment.
A. 
The Department will not commence construction of a line extension until completion of the following:
(1) 
Receipt and acceptance of an application for electric service, including a customer load data sheet.
(2) 
Complete execution of appropriate contracts for electric service and/or line extensions and payment of any and all associated costs or charges.
(3) 
The applicant requesting the line extension shall furnish to the Department for the sum of $1 satisfactory rights-of-way on the applicant's property that are acceptable to the Department and necessary for the construction, maintenance and operation of the line extension. The Department shall be under no obligation to construct the line extension in the event that the Department is unable to acquire, at a cost deemed reasonable by the Department and in satisfactory form, any necessary rights-of-way and other consents.
B. 
Applications for line extensions are subject to all other rules and regulations of this Part 1.
A. 
This section shall apply when a customer intends to develop an area which includes five or more adjoining unoccupied lots.
B. 
Customers may develop an area for single- or multiple-unit residences, provided that the residences receive underground electrical service.
C. 
Customers developing an area for single- or multiple-unit residences shall pay the cost of the underground line extension as provided for in § 92-43E.
D. 
Customers developing an area for single- or multiple-unit residences shall provide all necessary excavation, backfilling and grading in accordance with the Department's specifications.
E. 
The customer developing an area must pay all costs associated with a Department-approved, underground supplied electrical lighting system. Payment must be made prior to construction, and all work shall be inspected by the Department prior to energizing the lighting system.
The Department may, upon request of the customer, relocate poles, conductors, transformers and other equipment associated with the Borough's electrical distribution system, provided that the customer pays the entire estimated cost to be incurred by the Borough. Payment must be made in full prior to the relocation.
A. 
The customer shall notify the Department of any substantial increase in connected load or demand so that the capacity of the Borough's electrical distribution system can be upgraded to satisfy the additional load or demand requirements.
B. 
If the Department upgrades the Borough's electrical distribution system due to the needs of an individual customer, this Article XII, Line Extension Policy, shall apply.
