There is hereby established, in the Borough
of Northvale, the position of Animal Control Officer, which position
shall encompass the duties and responsibilities heretofore assumed
by the Dog Warden.
The "Animal Control Officer" is hereby defined
as any person who meets the requirements and is able to perform the
duties as set forth in this Article. Such person shall act under the
direction of the Mayor and Council of the Borough of Northvale.
No person shall qualify to be Animal Control
Officer unless he meets the following requirements:
A. He shall have the ability to read and write the English
language.
B. He shall possess a valid New Jersey driver's license
and have access to a vehicle to transport animals.
C. He shall possess considerable knowledge of the proper
procedures used in capturing and caring for stray animals, wild game
and birds; the types and kinds of food given to stray animals, wild
game and birds; the varied means of destroying stray animals, wild
game and birds painlessly; and the keeping of proper records.
D. He shall possess the ability to understand and carry
out oral and written directions; to work harmoniously with citizens
and others; to answer complaints dealing with dog, other animal and
bird nuisances; to take proper remedial action to care for animals
and birds sympathetically; and to destroy animals and birds through
the use of accepted and recognized humane methods.
E. He shall be in good health and free from any disabling
physical or mental defects that would interfere with the performance
of his duties.
F. To be appointed Animal Control Officer, a person must
hold a certified animal control officer certificate from the State
of New Jersey and maintain the animal cruelty investigator’s
certification pursuant to N.J.S.A. 4:19-15 and 16(a).
